On May 22, information from the People's Committee of Lao Cai province, the Chairman of the Provincial People's Committee has just requested departments, branches, localities and investors to focus on accelerating the disbursement progress of public investment capital in 2026, striving to reach at least 45% by the end of the second quarter and 95-100% of the plan for the whole year.
According to Official Dispatch No. 4110, Lao Cai province determines that disbursing public investment capital is a key political task to complete the double-digit growth target in 2026.
Although drastically implementing the construction of the medium-term public investment plan for the 2026-2030 period and identifying many key projects, the disbursement results are still at a low level.
As of May 20, 2026, the whole province has only disbursed 9.47% of the provincial capital plan assigned and 15.3% of the capital plan assigned by the Prime Minister.
Currently, there are still 12 investor units using provincial budget capital and 87 localities using commune-level budget capital with disbursement rates below the provincial average.
The Chairman of the Provincial People's Committee requested the heads of agencies and units to consider disbursement results as an important criterion to assess the level of task completion quarterly and annually.
Notably, although it has been allowed to prepare investment policy proposal reports for 1,084 projects, the implementation progress is still slow.

To date, only 59 projects have been approved for investment policy; 408 projects are under appraisal and 468 projects have not yet been submitted for appraisal.
To remove bottlenecks, the province assigned the Department of Finance to preside over the appraisal of investment policies, and at the same time urgently advise on detailed allocation of 2,624.3 billion VND of unallocated capital, equivalent to 22% of the 2026 capital plan.
Lao Cai Provincial People's Committee also requested units to complete dossiers submitted for appraisal before May 31, 2026; resolutely cut capital in slow disbursement projects to transfer to projects with better progress.
In addition, the Lao Cai Provincial Department of Construction is assigned to accelerate the appraisal of projects that have sufficient procedures, and update construction material prices close to the market periodically every month to remove difficulties for contractors.
The Department of Agriculture and Environment of Lao Cai province is assigned to advise on auctioning material mines and landfills to increase supply and cool down the prices of construction materials in the area.
Along with that, the Provincial Tax Department and the Provincial Inspectorate will strengthen inspection of construction material business activities, strictly handle acts of speculation, "straining goods", selling at the wrong announced prices; consider revoking licenses for seriously violating establishments.
