Lao Cai increases attracting talent, promotes streamlining of incompetent officials

Lao Cai - The Provincial People's Committee sets a goal to build a team of professional grassroots officials, limiting delays and causing trouble for people and businesses.

On May 19, Lao Cai Provincial People's Committee informed that the unit had just issued a plan to improve the quality and capacity of grassroots cadres, civil servants, and public employees, meeting the requirements of tasks in the new period.

According to the plan, Lao Cai province sets a goal to build a team of grassroots cadres, civil servants, and public employees with firm political bravery, professional expertise to meet requirements, close to the people, and improve the quality of service to people and businesses.

At the same time, strengthen the application of information technology, digital transformation in public service performance, serving socio-economic development tasks, ensuring national defense, security and foreign affairs.

Lao Cai province strives to complete 10 specific goals by 2030 according to Resolution No. 72-NQ/TU of the Standing Committee of the Provincial Party Committee.

To implement, the plan proposes many key groups of solutions such as reviewing and perfecting the cadre management mechanism; promoting decentralization and authorization; tightening control of power in cadre work; recruiting and arranging personnel suitable for capacity and strengths.

Notably, the province will apply a mechanism to attract talents, prioritizing local children and ethnic minorities; focusing on training human resources for areas that are still lacking at the commune level such as information technology, land management, planning, health, and education.

The evaluation of cadres, civil servants, and public employees will be based on the progress, quality of work, sense of responsibility and level of satisfaction of people and businesses.

The province also built a set of KPI evaluation indices associated with job positions, and at the same time resolutely streamlined staff for weak, irresponsible, and unresponsible cases that do not meet task requirements.

According to the plan, Lao Cai will strengthen the rotation of cadres in the period 2026 - 2030, focusing on young cadres, women, ethnic minorities; bringing capable cadres from the commune level to the provincial level and vice versa to provide practical training and create a long-term leadership cadre source.

In addition, the province requests strict handling of cases of degradation in political ideology, morality, and lifestyle; bureaucratic, corrupt, and arrogant acts that cause trouble in resolving administrative procedures for people and businesses.

Lao Cai Provincial People's Committee assigned the Department of Home Affairs to preside over monitoring, urging, and inspecting the implementation of the plan; summarize the results and report to the Ministry of Home Affairs, the Government and the Prime Minister according to regulations.
