Accordingly, to support Quang Ninh province in early warning of extreme weather in the area, the Department of Hydrometeorology proposed to immediately increase 1 to 2 wind and rain gauge stations in Ha Long Bay area, or transfer the mobile X-band radar station under the management of the Department to Quang Ninh to strengthen monitoring, monitoring, warning of thunderstorms, tornadoes, heavy rain and lightning. At the same time, immediately deploy a thematic forecast bulletin on thunderstorms and tornadoes in Ha Long Bay and Bai Tu Long Bay.
In the long term, the Department proposes to conduct a survey to install new and upgrade monitoring points, thunderstorm, tornado, lightning positioning systems, throughout the province or key areas of the bays. In the immediate future, it is necessary to install: 1 weather radar; 3 automatic meteorological stations (AWS) at Bai Chay, Cua Ong, Tuan Chau; install weather sensors on tourist boats to measure wind, pressure, temperature, and humidity in real time. The Department will also support the province in operating this monitoring system after installation.
Speaking at the meeting, Vice Chairman of the People's Committee of Quang Ninh province Nguyen Van Cong affirmed that in the context of increasingly complex climate change, the Provincial People's Committee will continue to pay attention to investing in improving the quality of weather forecasting, especially at sea. Quang Ninh province will closely coordinate with the Department of Hydrometeorology to immediately deploy location monitoring work and will install weather radars this week and soon issue a special forecast bulletin on thunderstorms and tornadoes in the bays.

Mr. Cong also requested that relevant agencies and units quickly build weather forecast maps for the areas of Ha Long Bay and Bai Tu Long Bay to make the forecast more detailed and effective. For the thunderstorm and whirlwind forecast bulletin, Quang Ninh province and the Department of Hydrometeorology will build a channel and a process for receiving and distributing bulletins, ensuring smooth and fastest information reaches recipients.
The Vice Chairman of the Provincial People's Committee also assigned the Department of Construction to study and apply the system of locations for ship management; the Bay Management Board to deploy a camera surveillance system operating in the bay and share data with the forecasting agency. In the long term, the province assigned the Department of Agriculture and Environment to propose the investment content of warning and monitoring systems for exploitation, management and use. At the same time, scientists will be ordered to conduct in-depth research on thunderstorms and tornadoes in Ha Long Bay and Bai Tu Long Bay to provide information for warning and prediction work.
