The free parking lot at 125 Nguyen Duc Canh was invested in and built by the city on the site of the old Tran Phu Detention Center, which has been in operation since 2018. The parking lot is located in Cat Dai ward, the old Le Chan district, now Le Chan ward, Hai Phong city.
Previously, due to the situation of messy parking causing collisions between vehicles, used vehicles occupying parking spaces, street vendors, and theft, from the beginning of 2021, the People's Committee of Le Chan District (old) assigned the People's Committee of Cat Dai Ward (old) to preside over the construction of a model of the Veterans Association managing parking spaces.
After some upheavals related to collecting parking fees at free parking lots, from September 23, 2023, the People's Committee of Cat Dai Ward (old) announced the termination of the implementation of the Model "cat Dai Ward Veterans Association participating in arranging - maintaining order at free parking lots at 125 Nguyen Duc Canh". Since then, there has been no one to look after or guard the parking lot, and vehicle owners who are using the parking lot for free have found their own parking lot.
On September 10, social networks spread images of some subjects collecting money from people at the free parking lot at 125 Nguyen Duc Canh. Previously, this parking lot was repeatedly reported by some subjects arbitrarily collecting deposits from people.
Regarding the reflection on social networks, this morning, September 11, speaking with Lao Dong, Mr. Pham Van Tan - Chairman of Le Chan Ward People's Committee said that the ward had received information reflecting on the situation of a subject collecting parking fees at the free parking lot at 125 Nguyen Duc Canh and had assigned the ward police to verify and clarify, report to the city for handling (if any).
According to the leader of Le Chan ward, the collection of parking fees (if any) is spontaneous, there is absolutely no such thing as organizing a collection at this parking lot.
This morning, September 11, the ward launched a campaign to restore traffic safety order, sidewalk order, urban aesthetics in the parking area at 125 Nguyen Duc Canh and surrounding roads.
In particular, forces have been deployed to handle violations of traffic safety and order such as: stopping and parking vehicles that are not in accordance with regulations on sidewalks and on the road; strengthening inspection and supervision of compliance with legal regulations related to the management of parking lot No. 125 Nguyen Duc Canh. Along with that, handle violations of roadway and sidewalk order such as street vending or retail sales; food and beverage vending, goods display, vehicle repair, machinery, equipment; placing and hanging signs, advertising signs... on Hai Ba Trung, Nha Thuong, Tran Nguyen Han, Nguyen Duc Canh streets.
The launch period will be on September 11, 12, and 13, then maintained on weekdays starting from September 15. Thereby, effectively managing and using the city's facilities and materials invested in the parking lot No. 125 Nguyen Duc Canh.
