According to a reporter from Lao Dong Newspaper on the morning of September 11, after 2 days of being replenished with water from West Lake, the To Lich River has had clear changes in the riverbed.
The water color has turned clear blue instead of black, thick and polluted like before. In the river, the fish flocks increased their swimming. On the shore, some people leisurely fishing. A scene never seen before.
Mr. Nguyen Van Hung (residing in Nghia Do ward) said that for decades, when passing through this river section, he has always had to cover his nose due to the stench, especially in the hot season.
Now the water is clear green and cool, Mr. Hung feels like he is living in another space.
"This is the change we have been looking forward to for many years. People are very happy, because this not only improves the living environment but also beautifies the face of the capital" - Mr. Hung said.



Previously, on the morning of September 9, water from West Lake was officially replenished to "revive" the To Lich River.
This separate water pipeline consists of 2 HDPE pipes parallel to the D1200 diameter, ensuring that the replenishment of water from West Lake can be operated regularly according to the cycle and ensuring that the water from West Lake does not harm with wastewater in TE3 canal.
In addition to the water supply from West Lake to To Lich River, the Hanoi Agricultural and Technical Infrastructure Construction Investment Project Management Board (Hanoi Agricultural Board) said that before September 20, the Board will supply the wastewater treatment plant from Yen Xa Wastewater Treatment Plant to continue supplying the To Lich River.


According to the Hanoi Agricultural Committee, all 245 wastewater discharge gates on the To Lich River have been thoroughly collected to the Yen Xa Wastewater Treatment Plant.
This plant has increased capacity according to the process and is being treated at a capacity of about 200,000-230,000m3/day and night, ensuring the treatment of all wastewater along the To Lich River.
For the renovation of both sides of To Lich River, the Hanoi Agricultural Board has completed 19 locations on the sections from Cau Giay to Hoa Cuc Bridge (Lang Ha - Le Van Luong road) within the handover scope and has invited the parties to inspect the handover.
Hanoi builds a park along To Lich River
On the occasion of October 10, Hanoi will start the investment project to build a park on both sides of the To Lich River.
Previously, in March 2025, the Office of the Hanoi People's Committee issued a notice on the conclusion of Mr. Duong Duc Tuan, Vice Chairman of the City People's Committee, at a meeting to listen to a report on the design plan to renovate the To Lich River of a private enterprise.
At that time, Hanoi requested more detailed research on the embankments on both sides of the river (which areas can be expanded, which areas cannot) to create space with many landscapes that both allow the expansion of the To Lich River water surface, and at the same time create land funds for the development of public service works.
The Hanoi Department of Finance is assigned to study the implementation mechanism for the To Lich River renovation plan (in the direction of applying the BT form) to advise, propose, and report to the City People's Committee for consideration and direction.
