Planning an incident response scenario for An Khe hydropower plant before the flood season

Gia Lai - Emergency response scenarios, even the risk of dam breach, have been calculated in detail and carefully by the operating unit.

On September 11, Gia Lai Provincial People's Committee signed a decision approving the emergency response plan for the An Khe hydropower project in the area. The plans have been developed into scenarios such as: flood maps, affected areas; information and warning work when incidents occur; proactive handling plans when incidents occur and plans to mobilize human resources, evacuate, and relocate people in affected areas...

Through this, the highest goal is to ensure the safety of hydropower projects, the lives and property of people in downstream areas, especially when the rainy and flood season is approaching.

According to An Khe - Ka Nak Hydropower Company, the An Khe hydropower project is built on the Ba River, one of the largest rivers in the Central region.

The river originates from Ngoc Ro mountain in the Truong Son range, flowing in the Northwest - Southeast direction to An Khe; then changes direction through Ayun Pa, Son Hoa and flows into the East Sea in Tuy Hoa area, Dak Lak province.

This river has a very high potential for large floods, large flood peaks, and short flood rising times. The flood time usually lasts from 4 to 9 days, the flood rising time is from 2-3 days. Large flood peaks usually appear in October and November every year.

According to the assessment of the management and operation unit, dam breaks have not occurred for large dams nationwide; some dam breaks have occurred, mainly for medium and small earth dams.

Through analyzing the cases, it is possible to draw out the causes of dam breaches such as: the appearance of floods exceeding the design in the basin and due to the project itself.

For earth dams, due to prolonged soaking, the soil becomes saturated, easily causing landslides, slope slippage...

In addition, there is also a cause due to dam maintenance and management. Therefore, the operating and management unit always assesses potential risks to have effective remote prevention plans, in order to operate dams safely, especially during the annual rainy and flood season.
