In order to ensure social security and create conditions for workers and people in areas affected by storms and floods to stabilize their lives, the Government has issued Resolution 380/NQ-CP in 2025 with many urgent support solutions, including the payment of 3 months of pension and social insurance benefits.
According to Resolution 380/NQ-CP, the scope and beneficiaries are people, workers, disadvantaged people, business households, cooperatives and enterprises in the Central region affected by storms No. 12, 13 and floods in October and November 2025. The localities eligible for support include Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Khanh Hoa, Gia Lai, Dak Lak and Lam Dong. The implementation period of support policies is from now until December 31, 2025.
In the section on ensuring social security, the Resolution assigns the Ministry of Finance to direct Vietnam Social Insurance to make a combined payment of 3 months of pensions and social insurance benefits (December 2025, January and February 2026) in the payment period of December 2025 for the 4 provinces of Dak Lak, Gia Lai, Khanh Hoa and Lam Dong. The early payment is to help policy beneficiaries have more financial resources to overcome the consequences of storms and floods and proactively spend to welcome the Lunar New Year 2026.
In addition, social insurance agencies are required to urgently issue new, renew health insurance cards, remove obstacles in medical examination and treatment procedures, ensure that health insurance participants in flooded areas have timely and full access to health services.
Thus, based on the provisions of Resolution 380/NQ-CP, the deadline for settling and completing the payment of 3 months of pension and social insurance benefits to employees in the four provinces of Dak Lak, Gia Lai, Khanh Hoa and Lam Dong is until December 31, 2025. This is an important milestone to ensure that workers have a stable source of income, can confidently overcome difficulties and celebrate the Lunar New Year 2026.
