On December 21, the Ministry of Construction held a conference to summarize the work in 2025 and deploy key tasks in 2026.
According to the Report of the Ministry of Construction, in 2025, the ministry has thoroughly grasped and strictly implemented the Government's guiding motto: "discipline, responsibility; proactiveness, timeliness; streamlining, efficiency; accelerating, breaking through", closely following reality, proactively and resolutely from the first days of the year. The Ministry has been developing a large volume of legal documents with 134 legal documents that have been and will be completed in 2025.
Speaking at the conference, Politburo member and Prime Minister Pham Minh Chinh acknowledged the breakthrough achievements of the industry in the past term, and at the same time set challenging goals for 2026 and the coming period.
The Prime Minister requested the Ministry of Construction to strive for double-digit growth, making strategic infrastructure a truly "riverless" to promote rapid and sustainable socio-economic development.
To achieve this, the Prime Minister directed to focus on "5 guarantees" and "3 breakthroughs".
In which, breakthroughs in thinking and vision are given top priority. The Prime Minister requested that the planning must have a broad-term vision (from 100 to 200 years), avoiding patchwork. The head of the Government suggested that the industry should learn from international experience in urban planning with a focus and belt, develop underground and high-rise space to optimize limited land resources.
Regarding resources, the Prime Minister pointed out the need to promote public-private partnership (PPP), using state capital to lead private investment.
The Prime Minister emphasized that the North-South high-speed railway project must soon determine the investment method in January 2026 to be implemented vigorously.
The Prime Minister frankly pointed out the problems that need to be overcome, such as: The disbursement progress of some projects is still slow, the real estate market still has risks and the situation of "overpriced" construction works. To solve these problems, the Prime Minister requested two immediate implementation:
Establish a real estate trading floor to make the market public, transparent, fight negativity and break off unhealthy subsidy thinking.
Monitor and audit from the beginning to avoid small violations accumulating into major shortcomings, ensuring that projects must be "quicker, cheaper, more modern and more economical".
The Prime Minister also reminded the construction industry to continue to improve the industry database, connect with national population data to build "smart cities" and "green, clean, beautiful rural areas".
The Prime Minister expressed his confidence in the "warrior" spirit of the collective of cadres and workers in the construction industry and expressed his gratitude to the team of engineers and workers on the construction sites who have worked "throughout Tet, through holidays" with the spirit of "overcoming the sun and overcoming the rain", and at the same time expressed gratitude to the people who have given up their land and accommodation to serve key national projects.
