Trial run failed
On November 30, Lao Dong reporter noted that Hoi An waste incinerator (Cam Ha commune, Hoi An city, Quang Nam) was completed more than 8 years ago, but is currently only used to collect, classify waste and then send it to another place for treatment, not to burn waste.
Hoi An City People's Committee (investor) said that Hoi An waste incinerator has a total investment of more than 25.6 billion VND, approved by the Provincial People's Committee in 2013.
The project has 2 main bid packages including: Equipment item won by Trang An Xanh Company Limited for more than 15.6 billion VND and construction item won by the joint venture of Quang Long Company Limited and Trung An Investment & Construction Joint Stock Company for more than 6.9 billion VND.
In 2016 and 2017, the project conducted 3 test firings but the incinerator capacity did not meet the contract requirements. Therefore, the equipment items could not be accepted.
The departments and branches of the province and Hoi An City have repeatedly provided guidance on procedures and contacted Trang An Xanh Company Limited to supplement and complete the acceptance documents, but have not been able to contact this unit. As a result, the completed project has not been put into operation for the past 8 years, causing a waste of investment funds.
“The reason for the delay in putting the Hoi An waste incinerator into operation is because Trang An Xanh Company Limited went bankrupt and could not be contacted.
We are asking for the province's approval to terminate the contract with this company, then liquidate and settle the equipment items before putting the project into operation" - said a representative of the Hoi An City People's Committee.
Multiple violations
Currently, on average, Hoi An City discharges about 100 tons of waste into the environment every day, with the cost of waste treatment not less than 50 billion VND per year. The delay in putting the Hoi An waste incinerator into operation has made the waste overload situation in the locality increasingly serious.
Recently, Vice Chairman of Quang Nam Provincial People's Committee Tran Nam Hung pointed out many violations and requested Hoi An City People's Committee to seriously review the responsibilities of groups and individuals related to the Hoi An waste incinerator project.
Accordingly, the process of implementing documents, procedures and organizing contractor selection for 2 bidding packages of the Hoi An waste incinerator project violated legal regulations on bidding; there was a delay in implementing procedures for acceptance and final settlement of the project.
In addition to the problems in the equipment supply package, the construction and installation category has 2 small packages that are not implemented in accordance with the procedures in Decree 85 of the Government, on the implementation of the Law on Bidding and contractor selection.
Quang Nam leaders directed Hoi An City to urgently and fully explain the contents related to the Hoi An waste incinerator project, complete and supplement the dossier to send to the provincial departments and branches for inspection and acceptance according to regulations.
