Speaking to Lao Dong reporter, Mr. Ta Van Tuong - Deputy Director of the Hanoi Department of Agriculture and Environment said: This unit has grasped information related to the incident reported by Lao Dong Newspaper and has directed the Department of Animal Husbandry and Veterinary Medicine to handle it.
According to Mr. Tuong, in fact, in Hanoi, the situation of throwing dead pigs onto the road has occurred since previous epidemics.
"We regularly direct and recommend localities to implement handling solutions. Propaganda, reminders, and warnings have been implemented quite a lot, but people still arbitrarily throw dead pigs into the environment. This is a situation that has not been completely handled" - Mr. Tuong said.
Mr. Tuong also said that the solution to be able to completely handle this situation is that local authorities and functional forces must strengthen inspection and handle penalties for cases of throwing dead pigs onto the road. If they continue to repeat the offense, the case file must be resolutely transferred to the police for handling.
"Currently, the 2-level local government model has come into operation, and authorities need to closely monitor the situation in localities and resolutely handle it. We hope that this situation will soon end" - Mr. Tuong said.
Previously, the Hanoi Department of Agriculture and Environment sent an official dispatch to the People's Committees of districts, towns and cities; Department of Animal Husbandry, Fisheries and Veterinary Medicine on strengthening the prevention and control of the foot-and-mouth disease of Chau Phi pigs in the city.
This document also recommends that localities organize information and dissemination of Decree 116/2025/ND-CP regulating policies to support the recovery of epidemics; advise people to avoid selling live pigs and not throwing dead pigs into the environment.



Previously, Lao Dong Newspaper published an article "Dead pigs thrown all over the road, livestock farmers worry about the epidemic spreading and breaking out" reflecting the situation of dead pigs thrown into the environment, causing heavy pollution.
Present at the road to Hieu Luc village (old Tan Linh commune, now Suoi Hai commune, Hanoi) on the afternoon of July 12, reporters recorded the situation of dead pigs dumped on both sides of the road. Many pigs have almost all decomposed, some of which have just been thrown onto the road. The severe pollution and foul odor make road users scared.
Faced with this situation, the local government organized a collection to destroy it. However, the destruction has made people worried, when the destruction pit is located close to the roadside, there are many people passing by.
Moreover, after about 4 days of burying, this destruction hole showed signs of leakage, giving off a foul smell, and flies were concentrated, polluting an entire area.
