Present at the road to Hieu Luc village (old Tan Linh commune, now Suoi Hai commune) on the afternoon of July 12, the reporter recorded the situation of dead pigs dumped on both sides of the road. Many pigs have almost all decomposed, some of which have just been thrown onto the road. The severe pollution and foul odor make road users scared.

Faced with this situation, the local government organized a collection to destroy it. However, the destruction has made people worried, when the destruction pit is located close to the roadside, there are many people passing by.

Moreover, after about 4 days of burying, this destruction hole showed signs of leakage, giving off a foul smell, and flies were concentrated, polluting an entire area.

The old Tan Linh commune (now Suoi Hai commune) and some neighboring communes in the old Ba Vi district are one of the large livestock farming areas in Hanoi. In local pig farms, the number of pigs raised here is estimated at thousands. Every time there is an epidemic, it is estimated that hundreds of dead pigs are "stolen" by people onto the street.

Sharing with Lao Dong reporter, Ms. N.T.T (a pig farming household in Suoi Hai commune) was concerned: "My pigs have always been fully vaccinated and strictly prevented from epidemics, so far I have been lucky and have not contracted any disease, but every day I go to the market, I witness people throwing dead pigs onto the street, the stench is so strong, polluting the environment and endangering the healthy pigs of other families".

According to Ms. T, the situation of throwing dead pigs onto the road has been going on for about half a month now, every day there are sacks of dead pigs thrown onto the road.

On the afternoon of July 9, the local government dug a hole to destroy dead pigs and deployed the destruction work. Dozens of dead pigs have been collected but are still... not reborn.

Recorded by Lao Dong reporter on the afternoon of July 12, the dead pigs were still scattered along the road along Xuan Son landfill, the road to Hieu Luc village. The stench of land rumors is strong.

According to Point b, Clause 6, Article 20 of Decree No. 14/2021/ND-CP dated March 1, 2021 of the Government on administrative sanctions in the field of animal husbandry, "A fine of VND 3,000,000 to VND 5,000,000 will be imposed for the act of throwing dead animals and animal waste into the environment in the wrong place or in accordance with technical procedures".

In addition to administrative sanctions, if the act of throwing away dead animals causes a dangerous epidemic, causing serious consequences, violators may be prosecuted under Article 248 or Article 249 of the Penal Code 2015, amended and supplemented in 2017.

Talking to Lao Dong reporter on the evening of July 13, Mr. Nguyen Ba Chi - Head of Hieu Luc village (Suoi Hai commune - Hanoi) confirmed that the situation of people throwing dead pigs onto the road has been going on for a while. Mr. Chi said that the local government has met on this situation, requiring village officials and veterinary forces to participate in collecting and destroying dead pigs when people throw them into the environment.

"However, the collection is uncessible, every day after collecting and burying, the dead pigs will appear on the street tomorrow morning. Like today, I saw some children but could not go to the burial" - Mr. Chi said.

During the meetings, Mr. Chi also contributed opinions on behalf of the people, proposing the people's wishes for a soon end to this situation.

"The risk of spreading the epidemic is very high. We are extremely concerned" - Mr. Chi emphasized.
