The project is built at the intersection between Co Linh street and Vinh Tuy bridge access road and Dam Quang Trung street located in Long Bien ward, Hanoi.
At the beginning, the project connects with the Vinh Tuy bridge project phase 2 about 400m from the intersection with Co Linh street. The end point connects with the existing Dam Quang Trung street about 1,000m from the intersection with Co Linh street.
The total length of the underpass is about 600m, connecting to Dam Quang Trung road and Vinh Tuy bridgehead road; the cross-section of the tunnel is arranged with 6 lanes, the entire cross-section of the tunnel is 27.1m, of which each side has 3 lanes (10.5m); trim the sidewalk, adjust the median strip, expand the right and left lanes of the roads around the intersection to ensure maximum expansion of the road surface on both sides; build technical infrastructure, green trees, traffic lights, paint and overall traffic organization of the intersection to ensure safety and urban aesthetics. The project has a total investment of 747.593 billion VND.
According to Lao Dong's records, workers have erected fences in this area to construct the elevated part. During peak hours, this area is prolongedly congested due to the road being narrowed and the number of vehicles increasing.

Director of Hanoi Traffic Construction Investment Project Management Board Ngo Ngoc Van said that the elevated Ring Road 2 section from Nga Tu So - Vinh Tuy and Vinh Tuy bridge - phase 2 has been completed and put into use, causing a very large traffic volume concentrated at Co Linh intersection, often causing traffic jams, especially during peak hours.
Therefore, the implementation of the Project to invest in building underpasses at Co Linh intersection, Long Bien ward will solve traffic congestion at the intersection, connecting inter-routes between surrounding roads, contributing to completing the traffic infrastructure system in the area. Investing in building underpasses at Co Linh intersection, combined with expanding the vehicle section, and reorganizing traffic at the intersection is necessary and urgent.
