Accordingly, on September 12, the Ministry of Transport issued Official Dispatch No. 38/CD-BGTVT to agencies and units under the Ministry of Transport and provincial Departments of Transport on ensuring safety of waterway traffic and river bridges due to the impact of rain and floods after storm No. 3.
According to forecasts, the flood in the downstream of the Red River and Thai Binh River systems will continue to rise and remain at high levels for many days. On inland waterways, vehicles have drifted due to the impact of rain and floods, causing unsafe conditions for road and railway bridges.
To ensure traffic safety on waterways, roads, railways and river bridges according to the Prime Minister's Directive No. 92/CD-TTg dated September 10, 2024 and No. 93/CD-TTg dated September 11, 2024, the Ministry of Transport requests agencies and units to organize the implementation of assigned tasks in Official Dispatch No. 36/CD-BGTVT dated September 11, 2024 of the Minister of Transport on urgently overcoming the consequences of storm No. 3 and rain and floods after the storm.
The Ministry of Transport has directed the Vietnam Inland Waterways Administration to review, inspect, and request that vessels not anchor near river crossings. The Administration must regularly monitor and grasp the situation. If a vessel is found drifting, it must promptly notify the authorities for handling.
Direct units to deploy plans for natural disaster prevention and search and rescue, traffic regulation and guidance, anti-collision, ensuring safety for people, vehicles and river crossings at key locations on national inland waterways.
The Inland Waterways Administration coordinates in handling cases of inland waterway vehicles drifting or sinking on inland waterways to limit the impact on road bridges and railway bridges in order to promptly issue traffic restriction notices. Directs functional forces to coordinate with relevant local agencies to inspect regulations on operating conditions of vehicles, the provision and use of life jackets and life-saving buoyancy devices at cross-river passenger wharves in the management area; requires wharf owners and vehicle owners to anchor their vehicles during periods affected by rain and floods to ensure safety for people and vehicles.
At the same time, the Vietnam Road Administration directed units to inspect and review to find solutions to restore traffic as quickly as possible on key routes, congested routes, especially routes serving rescue and relief work, and routes connecting isolated residential areas.
