A series of projects are behind schedule
Currently, most key projects invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board are behind schedule, including: Sub-project of compensation and resettlement support for the Quang Ngai - Hoai Nhon expressway; downstream dam of Tra Khuc river; projects of embankment to prevent landslides combined with creating land fund for the North bank of Tra Khuc river; coastal road Dung Quat - Sa Huynh; Tra Khuc 3 bridge; road connecting Thach Bich - Tinh Phong bridge and Hoang Sa - Doc Soi road.
This reality shows that the implementation work is still confusing, the mentality of fear of making mistakes and fear of responsibility still exists.
Report of the Provincial Traffic Construction Investment Project Management Board, the capital plan assigned to the unit in 2025 is more than 1,150 billion VND. By March 13, 2025, the unit had disbursed more than 19.8 billion VND, reaching 1.7% of the assigned capital plan.
According to the reporter's records, the Hoang Sa - Doc Soi road project through Binh Duong commune (Binh Son district) is slow in construction progress due to low handover site and no seamlessness, the contractor can only construct at the bridge, culvert and precast components locations. Similarly, the Dung Quat - Sa Huynh coastal road project (phase IIb) is over 16km long, with a total capital of nearly VND900 billion, implemented from 2022-2025, and is currently behind schedule due to land clearance problems.

Unprecedentedly low disbursement rate
Faced with the situation of most key projects being behind schedule and the risk of disbursing public investment capital "in a "match", on March 19, 2025, the People's Committee of Quang Ngai province issued a notice of conclusion, requesting clarification of related responsibilities. The Chairman of the Provincial People's Committee requested investors to be more determined, eliminate the mentality of hesitation, fear of making mistakes, and pushing to speed up the disbursement process. In 2024, Quang Ngai was assigned a public investment capital plan of VND 6,903 billion, but by January 31, it had only disbursed 57.41%, among the lowest in the country.
Although the People's Committee of Quang Ngai province has continuously directed in detail and specifically; proactively and flexibly adjusting capital sources and plans; establishing 3 working groups led by the leaders of the Provincial People's Committee to urge and speed up disbursement progress... the results are still very low.
In addition to objective reasons such as: fluctuations in key leadership personnel (inadequacy of Chairman of the Provincial People's Committee from March 2024 to August 2024); compensation for site clearance is difficult due to law adjustment... Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province - pointed out subjective reasons affecting disbursement results, such as: The management and operation capacity of some investors is still weak, not equal to assigned responsibilities; the coordination of investors with related entities is not strict, still slow, and not highly effective, especially compensation and site clearance.
Some localities, units and investors have not been really determined, efforts, or lack of determination, and are still hesitant, afraid of mistakes, pushing and fearing responsibility, so they have not boldly removed obstacles in project implementation, supporting disbursement work, etc.
"In case of continued delay and ineffectiveness in managing project implementation and disbursement of capital plans (until May 30 not reaching the disbursement rate according to the plan issued by the Provincial People's Committee), the People's Committee of Quang Ngai province will submit to the competent authority for consideration and replace the heads of investors, so as not to affect the disbursement tasks assigned by the Prime Minister" - the document stated.
During a recent inspection of the Hoang Sa - Doc Soi project and the Dung Quat - Sa Huynh coastal road project, phase IIb, Mr. Nguyen Hoang Giang emphasized that for key projects, investors are required to request contractors to speed up construction progress when they have land. Every two weeks, if the project does not have positive changes, the units related to the project progress must take responsibility.
