According to the document of the People's Committee of Ha Tinh province sent to the Ministry of Construction proposing to invest in upgrading and renovating National Highway 1 through the Vung Ang Economic Zone (KKT), currently Vung Ang Economic Zone and Ky Anh town are developing strongly with many large and key projects in the province, so the traffic volume is increasing.
National Highway 1 through the center of Ky Anh town has been invested in upgrading since 1998 with a roadbed width of 12-15m and a road surface width of 11-12m. Up to now, after a long period of exploitation has deteriorated, some locations are often deeply flooded during the rainy season.
Therefore, there is a risk of accidents and traffic congestion, affecting security and order and activities to attract investment, develop the socio-economy, and ensure national defense and security in Vung Ang Economic Zone.
According to the People's Committee of Ha Tinh province, although there is National Highway 1 avoiding Ky Anh town and the North - South expressway in the East under construction, National Highway 1 through the center of Ky Anh town is both a North - South connecting route, and a route serving the entire Vung Ang Economic Zone, urban area and the center of Ky Anh town. Therefore, the investment in upgrading and renovating National Highway 1 through the center of Ky Anh town and Vung Ang Economic Zone is extremely urgent.
According to the Vietnam Road Network Planning for the period 2021-2030 with a vision to 2050 approved by the Prime Minister in Decision No. 1454 dated September 1, 2021, National Highway 1 is planned as a level 3 road with 4 lanes.
The general planning of Ky Anh town until 2035 was approved by the Prime Minister in Decision No. 706 dated June 7, 2018, National Highway 1 through the center of Ky Anh town (from Km 561+00 to Km 587+00 with a length of about 26 km) is planned with a roadbed of 50m wide, a road surface of 34m wide, a median strip of 4m, and a sidewalk of 2x6m.
Based on the above reality and bases, the People's Committee of Ha Tinh province proposed that the Ministry of Construction consider and report to the Prime Minister to prioritize capital sources or include in the medium-term public investment plan for the period 2026-2030 to implement the project to upgrade National Highway 1 through Ky Anh town and Vung Ang Economic Zone with a length of 26 km, the scale of the secondary urban road with 4 lanes, with a total estimated investment of about 1,540 billion VND.
