On August 15, the People's Committee of Quang Tri province confirmed that it had issued a directive on a number of measures to rectify the abuse of the requirement to submit certified copies of documents and papers when performing administrative procedures and providing public services in the area.
The reason Quang Tri province issued the above directive is because there are cases in the area where some organizations and state agencies, when receiving administrative procedures and providing public services, have required individuals and organizations to submit unnecessary certified copies. This has caused pressure and overload for the People's Committees at the commune level in certification work, especially in the context of implementing the 2-level local government model.
Requiring the submission of certified copies that are not in accordance with regulations has caused waste of cost, time and reduced the effectiveness of handling administrative procedures. Some cases require certified copies of digitized documents and papers, or agencies and organizations can look up information based on available data.
The reason for the above situation is that some individuals and organizations are not fully aware of the use of certified copies and copies as prescribed in Article 6 of Decree No. 23/2015/ND-CP; some administrative documents of state agencies and organizations still stipulate that the components of the dossier must have certified copies. In addition, some civil servants and public employees when receiving documents for handling administrative procedures and providing public services due to the fear of comparison and responsibility, should request to submit a copy of the original book or a certified copy instead of receiving a copy to compare with the original.
Therefore, the People's Committee of Quang Tri province requires departments, branches, sectors; People's Committees at district and commune levels to strengthen propaganda and disseminate the provisions of Decree No. 23/2015/ND-CP and related documents; seriously implement the reception and settlement of administrative procedures in the electronic environment, do not require certified copies if not necessary. At the same time, organize the review and cancellation of documents and regulations contrary to current regulations on certification, and report the results to the Provincial People's Committee before September 30, 2025.
The Provincial People's Committee also requested agencies and units to strengthen inspection of implementation at the "one-stop" and "one-stop-shop" departments; strictly handle cadres, civil servants, and public employees who request to submit certified copies in violation of regulations or cause inconvenience to organizations and individuals.
