On the afternoon of June 25 in Hanoi, MobiFone Telecommunications Corporation coordinated with the Hanoi Public Administration Service Center to "Organize training and coaching on the process of handling administrative procedures and operating the public service system according to the two-level local government model".
In the recent past, MobiFone has participated in the process of transforming the two-level local government model of the Government by implementing the Administrative Procedure Information System in Hanoi and Thai Nguyen province. This system can completely meet the conversion needs of provinces and cities and ministries and branches according to the new model.
The event was held in person and online at 177 locations with the participation of representatives of the leaders of the City's Departments, branches and sectors, officers in charge of handling administrative procedures, officers in charge of information technology of the City's Departments, branches and sectors; The Board of Directors and officers and employees of the City Public Administration Service Center.
In addition, there are representatives of leaders and officers in charge of handling administrative procedures and in charge of information technology in 126 new communes and wards in the city.
Representatives of the City Public Administration Service Center chaired the conference from the main bridge at the headquarters of the Hanoi People's Committee.
The two-level local government model is a major policy, of strategic significance, demonstrating the city's determination to streamline the apparatus, improve the effectiveness and efficiency of government operations, aiming to serve people and businesses better and better.
In that context, standardizing the process of handling administrative procedures and operating a modern, smooth, and synchronous public service system from the City to the grassroots is a task of special importance.
Speaking at the opening of the event, Mr. Hoang Van Bang - Deputy Director of the Hanoi City Public Administration Service Center - said that today's training program is a practical implementation step to implement Plan No. 341-KH/TU dated June 12, 2025 of the Hanoi Party Committee on the trial operation of the two-level local government model in the city; at the same time, specifying Plan No. 38/KH-TTPVHCC dated June 15, 2025 of the City Public Administration Service Center.
Therefore, according to Mr. Bang, the goal of this training program is to fully equip the knowledge and practical skills for the team of cadres, civil servants, public employees, and workers working at the City Public Administration Service Center, cadres of units of departments, branches, sectors, and localities, especially the newly rearranged commune/ward-level administrative units.
Ensure unity in professional processes and technical operations, contributing to improving the capacity to use online public service systems, meeting the requirements of administrative reform in the new period. Establish an effective and diverse technical support mechanism, such as a 24/24 support system, fixed Zoom groups by area, technical and professional working groups sent to the grassroots unit, to ensure that no staff is " hatter" during the conversion process.
"We have also built an updated, vivid, and accessible training document system in electronic form (PDF, video operations), along with instructions on real-life situations and how to handle common errors. Technical support and professional consulting activities will be maintained throughout the model's trial operation period from July 1, 2025," said Mr. Bang.
The training session is an important step of the city to guide the process of handling administrative procedures, operating the public service system according to the two-level local government model, and at the same time an opportunity for unit staff to share, discuss, and clarify difficulties in implementing in practice at the grassroots level, ensuring that the new government officially comes into operation smoothly and effectively from July 1, 2025.
