On June 19, the Department of Administrative Management of Social Order (DAP) of Ho Chi Minh City Police coordinated with the Department of Administrative Management of Social Order (DPA) Region I (Binh Duong Province) and the Department of Administrative Management of Social Order Region II (Ba Ria - Vung Tau Province) to issue new seals to administrative agencies and units after the merger in Ho Chi Minh City, Area I (Binh Duong) and Area II (Ba Ria - Vung Tau).

According to the plan, from July 1, 2025, the whole country will officially implement the merger of provinces and centrally run cities, and at the same time end the operation of district-level administrative units, switching to operating a two-level local government organization model including provincial and commune levels.
Implementing the policies of the Party and State and the direction of the leaders of the City Party Committee and the People's Committee of Ho Chi Minh City, the Department of Social Insurance has proactively coordinated with the Ba Ria - Vung Tau Provincial Police to fully prepare human resources, equipment, and technical means to serve the work of registering new stamps for administrative agencies after the merger, and at the same time reclaiming the seals of units according to the old model.

The preparation has been carefully implemented, ensuring that the two-level local government model in Ho Chi Minh City and neighboring provinces can operate immediately upon completion of the arrangement, without interruption or disruption in administrative activities.
In order to ensure progress and safety in organizing and guiding the handover of seals to commune-level authorities according to the new model, in Ba Ria - Vung Tau province, the police force has arranged two fixed stamp return points including: Ba Ria - Vung Tau Provincial Public Administration Service Center and No. 1 Nguyen Thai Hoc, Ward 7, Vung Tau City. At the same time, working groups were also sent to directly hand over seals to commune-level administrative units such as Ngai Giao, Kim Long, Ho Tram, Xuyen Moc...
Notably, on June 19, the Ho Chi Minh City Police Working Group visited the People's Committee of Con Dao district to hand over the new seal to this locality.
On the side of Ho Chi Minh City Police, implementing the direction of the City Police Director, the Department of Market Management and Social Insurance has focused all necessary human resources, equipment and means to serve the work of registering new stamp models for government units according to the new model, as well as reclaiming old stamps, ensuring a strict process, in accordance with legal regulations.
According to the reporter's records at the headquarters of Ho Chi Minh City Police (No. 258 Tran Hung Dao, Nguyen Cu Trinh Ward, District 1), the Department of Natural Resources and Environment has issued seals to newly formed administrative agencies and units after the reorganization and merger process. All new seals are engraved in accordance with the prescribed form, have full legality and are ready to be put into use immediately after the units officially come into operation.
In Ho Chi Minh City, the work of granting and receiving seals is carried out at two locations: the headquarters of Ho Chi Minh City Police (No. 258 Tran Hung Dao, Nguyen Cu Trinh Ward, District 1) and the headquarters of the Department of Natural Resources and Environment (No. 114 Pham Van Chi, Ward 1, District 6)
In Area I (Binh Duong province), seals were handed over at two locations: the headquarters of the Department of Land Use Rights and Social Affairs (No. 99 Le Hong Phong extension, Quarter 1, Dinh Hoa Ward, Thu Dau Mot City) and the headquarters of the old Ben Cat District Police (No. 318 National Highway 13, Quarter 2, My Phuoc Ward, Ben Cat District).
