A ward in Hanoi prepares to distribute free trash bags

Hanoi - From September 20th, residents of Le Thanh Tong residential group (Cua Nam ward) are given free trash bags.

On September 16, the People's Committee of Cua Nam ward organized a conference to deploy the pilot implementation of using standard bags, specialized 3-wheeled electric vehicles for collection; synchronously with the management and classification of domestic solid waste at source in the ward.

Speaking at the conference, Mr. Nguyen Tung Lam - Vice Chairman of Cua Nam Ward People's Committee said that with the rapid development of society as it is today, waste is increasingly generated. In the past time, Cua Nam ward has built and implemented many plans and programs to strengthen environmental protection, reduce emissions and pollution.

However, besides the achieved results, the Ward People's Committee realizes that there are still some difficulties and shortcomings that need to be overcome in the coming time.

A part of the people's awareness is not high, so there is still a phenomenon of littering at the wrong time, in the wrong place, not putting it in sealed bags, causing environmental unsanitary conditions.

The ward area has high population density and business activities, but the infrastructure is characterized by many small alleys, deep alleys, and it is difficult for horizontal cranes to access; lacking land fund to arrange garbage truck gathering points in alleys, if arranged outside the sidewalk, it potentially hinders traffic and urban aesthetics. Some garbage collection points still arise in densely populated locations, areas with many business households and streets with concentrated services..." - Mr. Lam informed.

In order to increase efficiency in the management and classification of domestic solid waste at source; contributing to building Cua Nam ward to be bright - green - clean - beautiful - civilized - modern, on September 11, Cua Nam Ward People's Committee issued a plan to pilot the use of standard bags, specialized 3-wheeled electric vehicles for collection; synchronously with the management and classification of domestic solid waste at source in the ward.

According to the plan content, for standard bags, the expected implementation time includes 2 phases.

Phase 1 (from September 20 to December 31), piloted in Le Thanh Tong residential group (funded by Urenco).

In phase 2, Quarter I and II/2027 will draw experience and from actual data and lessons; continue to deploy synchronously in Le Thanh Tong residential group to complete the implementation plan, preparing for the next phase (funding source sponsored by Urenco).

In the third and fourth quarters of 2027, it will be expanded and synchronously implemented throughout Cua Nam ward.

Regarding the method of issuing bags, in September 2026, bags will be distributed to households at concentrated locations of residential groups, integrating propaganda and instructions on how to use bags.

From October to December 2026, combined issuance of forms (focused at fixed points, through residential groups, additional issuance to households that have not received) from the 25th to the end of the month.

Standard bags are used for the group of solid domestic waste remaining after sorting (including food waste).

According to the expected design, the bag has a handle shape, clear gray color, made from PE/HDPE/LLDPE plastic material with a suitable recycled material mix, sealed edge, no leakage; including a type of 10 liters (equivalent to about 5kg) and a type of 40 liters (equivalent to about 10kg) to suit the needs of households, businesses and different waste source owners.

The bag is printed with instructions for waste sorting, collection time frame, identification information and QR code or lot code to look up, control the source of distribution and prevent fake bags.

For specialized 3-wheeled electric vehicles, the pilot implementation time is expected from September 20.

The pilot implementation location is in Le Thanh Tong residential group.

Vehicles directly receive waste from people according to the announced collection time and route; proactively collect waste on the roadside and transport it to the transfer point (expected 1 transfer point by rolling vehicle at the beginning of Tran Khanh Du bus parking lot).

The roadmap, operating time and implementation results are recorded and monitored; indicators on collection time, human resources, volume, energy consumption, waste storage status and people's feedback are summarized for evaluation before considering replication.
