Before the forecast of heavy rain, the Hue City Civil Defense Command requested Huong Dien hydropower reservoir to gradually increase the regulating flow from 4:00 PM on September 22.
According to the operating order to regulate the Huong Dien hydropower reservoir issued by the Hue City Civil Defense Command on September 22, the Hue City area is forecast to have moderate rain, heavy rain and thunderstorms.
On the day and night of September 22, the common rainfall is 40 - 90mm, locally over 180mm. On the day and night of September 23, the common rainfall is 50 - 100mm, locally over 200mm.
At 10:00 AM on September 22, the water level of Huong Dien Lake was at +55.31m, while the normal water level was +58m. Inflow to the lake 331m3/s, downstream inflow 182m3/s.
Faced with the above situation, the Deputy Head of the Civil Defense Command - Director of the Department of Agriculture and Environment of Hue City requested to operate and regulate the reservoir through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes, about 250 - 500m3/s. Of which, the flow through the turbine is 182m3/s.
The gradual increase in flow starts from 4:00 PM on September 22nd and is adjusted depending on the actual water flow to the reservoir.
Huong Dien Hydropower Joint Stock Company is required to notify and warn by sirens and loudspeakers to the downstream area; monitor the flow of water to the lake and the water level of the Bo River at Phu Oc station to proactively prevent flooding.
People's Committees of communes and wards in downstream areas are required to notify people, and at the same time strictly prohibit boat activities, collecting firewood, fishing... on rivers, baldness, except in special cases approved by competent authorities.
Hue Irrigation Exploitation One Member Limited Liability Company organizes duty shifts, operates the dam gate and culvert system, ensuring flood drainage capacity for the downstream area of Huong Dien hydropower plant.
