Resolutely not allowing vehicles to pass through dangerous places
According to the Ministry of Construction, in recent days, many localities, especially the Northern and North Central regions, experienced prolonged heavy rain, causing floods on some rivers, deep flooding in riverside areas, low-lying areas and urban areas. The situation of flooding, landslides, traffic disruption, and isolation of some residential areas greatly affects people's lives.
According to forecasts from the National Center for Hydro-Meteorological Forecasting, the natural disaster situation is still developing complicatedly. Flooding in low-lying and riverside areas in Hanoi and Ninh Binh continues to occur.
From September 21-24, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong and Southern Vietnam may experience heavy rain of 120-250mm, locally over 400mm, causing deep flooding and landslides. The flood on the Mekong River may reach alarm level 1.
Faced with the above situation, the Ministry of Construction requested the Vietnam Road Administration to direct units to review areas at risk of flooding, landslides, and flash floods to have handling plans and remote traffic diversion.
At locations with risk of deep flooding and strong currents, especially underground, overflows, ferry terminals, pontoon bridges, and ferries, forces must be arranged to be on duty to guard and guide traffic.
Areas where roads are deeply flooded, underground overflows, roads are broken or landslides must have buoys, barriers, and signs planted. Resolutely prevent people and vehicles from passing through when there is still a risk of unsafety.
For large landslide and subsidence points causing congestion, road management and maintenance units must coordinate with localities to divert traffic from afar, mobilize machinery, equipment and manpower to overcome and soon open traffic. Note that it is necessary to ensure safety for forces and vehicles participating in overcoming flood incidents on traffic routes.
The Vietnam Railways Authority and Vietnam National Railways Group are requested to strengthen patrols and checkpoints at key locations such as bridges, weak roads prone to flooding, areas at risk of flash floods, rockfalls, and landslides.
When floods cause flooding and landslides, causing trains to stop, the railway industry must have plans to stop trains, extend trains, increase trains, and transfer passengers.
Relocate vehicles near the river overpass
The Ministry of Construction requests the Vietnam Maritime and Waterway Administration to coordinate with localities to guide safe anchorage and shelter locations. Vehicles anchored near river overpasses must be urgently relocated, not allowed to drift or collide with works.
Inland waterway management and maintenance units must recover buoys and signals before floods come or when receiving flood discharge notices; redeploy the system after rain and floods...
The Civil Aviation Authority of Vietnam strengthens inspection of airports, terminals, communication systems and flight operations. Airlines must monitor the weather to promptly adjust flight schedules, routes and arrival terminals when necessary.
The Economic - Construction Investment Management Department is required to direct Project Management Boards, investors, and contractors to implement solutions to ensure construction safety, prevent landslides, and prepare plans to overcome construction incidents.
The Ministry of Construction requests the Departments of Construction of affected localities to coordinate with relevant forces to proactively overcome incidents, divert traffic, ensure road and waterway traffic, and coordinate transportation operations, loading and unloading of passengers and goods upon request.
