According to reporters' records, the heavy rain occurred at about 4 pm on September 4th, lasting about 1 hour, causing the section of National Highway 1 in front of Dong Nai Thong Nhat General Hospital to be flooded more than half a wheel deep, and the fast flow caused many people to stop and wait for the water to recede before continuing.

The flooding occurred right at rush hour, when people returned from work, making the traffic situation through this area very difficult, some people tried to pass through the flooded area, causing vehicles to stall.
Talking to a reporter from Lao Dong newspaper on the afternoon of September 4, a resident living in the area in front of Thong Nhat General Hospital in Dong Nai said that the above area is flooded every time it rains, especially the situation of garbage drifting along the water flow, blocking the drainage culverts, making the flooding situation even more serious.

Accordingly, Dong Nai City will invest in and upgrade the drainage culvert and ditch system; comprehensively review the existing drainage system according to each basin, identify overloaded, congested, and unsynchronized locations to develop investment, renovation, and upgrade plans. Upgrade and expand the area of drainage culverts and ditches that no longer meet the current drainage needs and urban development forecasts; Regularly organize dredging, maintenance, and repair of drainage culverts and ditches, especially before and during the rainy season.
