Faced with the above situation, the Chairman of the Provincial People's Committee requested localities to review each residential area and household in areas along rivers, streams, foothills, slopes, at the foot of slopes and low-lying areas. Areas that are not safe or at high risk must be immediately evacuated.

Notably, the province requests not to wait for flash floods, landslides, and rising water to relocate. Localities must be proactive early and from afar, absolutely not allowing people to stay in dangerous areas for reasons of looking after houses, property, and livestock.
The government is also required to control 24/24h at deep flooded points, fast flowing water, and areas at risk of landslides; and at the same time prepare forces and vehicles to support evacuation, rescue, and relief when necessary.
