On the morning of September 16, Thanh Hoa Provincial Hydrometeorological Station continuously broadcast warning bulletins about the risk of flash floods, landslides, thunderstorms, tornadoes, lightning and localized heavy rain in the province.
According to the news bulletin broadcast at 9:35 am, in the past 24 hours, Thanh Hoa has had moderate to heavy rain, with very heavy rain and thunderstorms in some places. Some points recorded heavy rain such as Thanh Tan, Thanh Ky commune 201.6mm; Tam Van, Van Phu commune 199mm; Xuan Binh, Xuan Binh commune 195mm.
The soil moisture model shows that in some areas, the humidity has reached over 85%, even reaching saturation, increasing the risk of flash floods, landslides and land subsidence.

The meteorological agency warns that in the next 6 hours, Thanh Hoa may continue to experience moderate to heavy rain and thunderstorms, with accumulated rainfall commonly 20-40mm, in some places over 50mm.
There are 74 communes in the province warned of the risk of flash floods, landslides and land subsidence, concentrated in mountainous areas.
Among the areas mentioned in the warning are Yen Thang, Giao An, Van Phu, Dong Luong, Yen Nhan, Van Xuan, Thang Loc, Tan Thanh, Xuan Binh, Hoa Quy, Mau Lam, Yen Tho, Thanh Ky, Cong Chinh and Truong Lam.
Flash floods and landslides can endanger people's lives and property, damage works, cause traffic jams and affect production and people's livelihoods.
At 10:50 am on the same day, Thanh Hoa Provincial Hydrometeorological Station continued to broadcast warnings of thunderstorms, tornadoes, lightning, hail and localized heavy rain.
Through satellite images, lightning positioning data and weather radar, convective cloud areas are developing, causing showers, locally heavy to very heavy rain and thunderstorms in many areas such as Bat Mot, Dien Quang, Dong Luong, Giao An, Linh Son, Ngoc Lac, Thuong Xuan, Trung Ha, Van Phu, Yen Khuong, Yen Thang...
In the following hours, the convective cloud area is forecast to continue to develop and expand to many other areas, including Ba Thuoc, Cam Thuy, Hac Thanh, Ham Rong, Hau Loc, Hoang Hoa, Nam Sam Son, Pu Luong, Quan Son, Sam Son and neighboring areas.
In thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind. Disaster risk level due to tornadoes, lightning, hail is warned at level 1.

On the same day, records of Lao Dong Newspaper reporters in Dong Luong commune showed that heavy rain caused landslides in some locations, trees fell, many culverts and overflows were covered by water, and water flowed strongly across the road.
At points at risk of unsafety, functional forces are arranged to be on duty, guarding, guiding people and vehicles, not allowing people to arbitrarily pass through deeply flooded areas with strong currents.
Notably, at about 10 am on September 16, the water level of the Am River passing through Dong Luong commune is rising rapidly, increasing the risk of flooding in low-lying areas.
Talking to a reporter of Lao Dong Newspaper, Mr. Nguyen Xuan Hanh - Chairman of Dong Luong Commune People's Committee - said that the locality has established working groups, arranged forces to be on duty regularly to monitor the diễn biến of rain and floods and be ready to handle arising situations.
According to Mr. Hanh, the commune especially pays attention to areas at risk of flooding, prepares forces and plans to be able to relocate people in a timely manner when necessary, ensuring safety for people and property.
