Nghe An - Storm No. 10 caused heavy rain from the night of September 26, causing many roads in the old Vinh City to be deeply flooded, paralyzing traffic.

Due to the impact of storm No. 10, from the night of September 26, Nghe An province experienced prolonged heavy rain. Recorded in the old Vinh City area, the pouring rain caused many roads to "turn into rivers", traffic was chaotic, many vehicles stalled in the water.

Since the morning of September 27, the rain has shown no signs of stopping. The main roads were flooded 20 - 40cm deep, many sections of the water rose to the tires of motorbikes.
