On the morning of September 27, in Quang Tri, the rain gradually began to increase, with light winds. The Provincial Civil Defense Command said that by 6:45 a.m. the same day, the whole province had had widespread heavy rain, some places recorded rainfall exceeding 100mm when storm No. 10 - Bualoi quickly entered the East Sea.
According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on September 27, the center of storm Bualoi was at 14 degrees North latitude, 116.6 degrees East longitude, about 580km East Southeast of Hoang Sa, strong winds of level 11-12, gusting to level 15. This is a very fast moving storm with a wide range of influence, with the risk of causing heavy rain, floods, landslides and coastal flooding.
In the past 6 hours, the common rainfall was 50-70mm, some places had very heavy rain: Vinh Kim (Cua Tung) 115.4mm, Dong Hoi 109.6mm, Viet Trung (Quang Binh) 80.6mm. It is forecasted that in the coming hours, Quang Tri will continue to have heavy rain of 10-80mm.
The Provincial People's Committee has issued an urgent telegram, requesting departments, branches and localities to immediately deploy response plans according to the level of natural disaster risk 3. To date, 78/78 communes and wards in the province have established a Civil Defense Command, ready forces on duty, erecting barriers, and placing warning signs in overflow culverts and areas with dangerous landslides and flooding. All tourists on Con Co Island have been brought safely to the mainland.
Regarding boats, the whole province has 8,577 vehicles with 23,232 workers. As of 5:00 a.m. on September 27, 8,432 ships had anchored at the wharf, while 145 ships with 810 workers were still operating at sea, mainly in the waters of Quang Tri, Da Nang, Quang Ngai and the Southern Gulf of Tonkin.
The irrigation reservoir system is currently safe, with a capacity of 67.82% of the design. The reservoir, dam, and embankment works under construction are basically at flood level, and investors are ready to protect the works.
In the whole province, 152 points are at risk of landslides, 128 points of riverbank landslides and 10 coastal landslides, of which 5 are particularly dangerous. In addition, 46 overflow points and many inter-village, national highway and provincial road sections are at risk of being deeply flooded and isolated.
In agricultural production, Quang Tri has harvested more than 96% of the Summer-Autumn rice area; the remaining 1,349 hectares have not been harvested, concentrated in the mountainous areas of Huong Hoa and Dakrong. The area of corn, cassava, vegetables and seafood is more than 6,640 hectares, along with 2,489 cages still in the fields and ponds. Localities have been directed to take protective measures and limit damage.
The Provincial Civil Defense Command emphasized that it will continue to be on duty 24/7, continuously updating the developments of storms and floods, promptly advising the Provincial People's Committee to direct response, ensuring safety for the people.
