Water levels of hydroelectric reservoirs in the North on November 16

Hydropower reservoirs in the North are flexibly operated according to flood developments, ensuring safety for downstream areas.

As of 8:00 a.m. on November 16, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.65 m; water flow to the lake reached 658 m3/s; total discharge was 651 m3/s.

Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed 1 bottom spillway gate at 9:00 a.m. on November 12, 2025. After closing the bottom spillway, the water level in the downstream area of the hydropower dam decreased rapidly.

At Tuyen Quang Lake, by 9:00 a.m. on November 16, the upstream water level reached 119.46 m; the water flow to the lake reached 296 m3/s; the total discharge was 185.38 m3/s.

Implementing the inter-reservoir operation process on the Red River basin, Tuyen Quang Hydropower Plant has closed 1 bottom spillway gate of Tuyen Quang Hydropower Plant, currently only maintaining power generation through generators.

As of 8:00 a.m. on November 16, Son La Lake recorded upstream water levels at 215.65 m; water flow to the lake was 235 m3/s; total discharge was 1,183 m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.

Similar situation occurred at Lai Chau Lake, as of 9:00 a.m. on November 16, the upstream water level reached 294.99 m; the water flow to the lake reached 627 m3/s; the total discharge was 418 m3/s. Currently, Lai Chau Hydropower Plant has closed all bottom spillways, only maintaining power generation through generators.

As of 9:00 a.m. on November 16, Thac Ba Lake recorded upstream water levels at 58.01 m; water flow to the lake reached 330 m3/s; total discharge of 268.7 m3/s. Currently, Thac Ba Hydropower Plant has also closed all bottom spillways and spillways, only operating power generation through generators.

Up to this point, all large hydroelectric reservoirs in the North have simultaneously closed to release water, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.

According to the National Center for Hydro-Meteorological Forecasting, today, November 16, the cold air mass continues to move south.

The Northern region and Thanh Hoa and Nghe An will have rain in some places at night, fog in some places in the early morning, and sunny days. Cold at night and early morning. The lowest temperature is from 16-20 degrees Celsius, in high mountains it is below 15 degrees Celsius.

The area from Ha Tinh to Khanh Hoa will have moderate rain, heavy rain and thunderstorms, some places will have very heavy rain. The lowest temperature is from 18-22 degrees Celsius.

Other areas will have showers and thunderstorms in some places in the evening and at night, with rain, moderate rain and thunderstorms during the day, and some places will have heavy rain. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.
