At 7:00 a.m. on September 13, the water level on Hoang Long River at Ben De was 4.82m, 0.82m above alert level 3; at Gian Khau it was 4.43m, 0.73m above alert level 3.
It is forecasted that in the next 12 hours, the water level on Hoang Long River at Ben De and Gian Khau will change slowly with a downward trend but will still remain high.
Previously, on the evening of September 12, the water level on the Hoang Long River at Ben De peaked at 4.93m, 0.93m above alert level 3; at Gian Khau it was 4.53m, 0.83m above alert level 3, 0.03m higher than the historical flood peak in 2017.
Ninh Binh province has also developed two scenarios to respond to floods on the Hoang Long River. Scenario 1, if the rain stops and the water level of the Hoang Long River drops, the plan will be to continue patrolling and guarding the dykes to detect possible damage and landslides, and take measures to deal with them when the flood recedes. Production will be restored, people's lives will be stabilized, and the environment will be disinfected to prevent and control epidemics.
Scenario 2: If it continues to rain and the flood rises again above +5.3m at Ben De, flood diversion will be carried out through Lac Khoi spillway. In case of spillway discharge, the plan to open the sluices at Lac Khoi spillway, the plan to open the Duc Long - Gia Tuong dike system, and flood diversion through Mai Phuong - Dich Long sluice to Dam Cut will be calculated in accordance with reality.
