In which: The number of people participating in compulsory social insurance achieves a coverage rate of about 38.6% of the workforce of working age; The number of people participating in voluntary social insurance achieving a coverage rate of 6.5% of the workforce of working age. Unemployment insurance (UI) coverage reaches 35.07% of the workingforce of all ages. Health insurance coverage (HI) reaches 95.16% of the population.
Total social insurance, unemployment insurance, and health insurance revenue exceeded 5.9% of the target assigned by the Government in Decision No. 2002/QD-TTg dated September 11, 2025; increased by 11.61% compared to 2024.

According to Vietnam Social Security, in the context of the two-level local government model coming into operation from July 1, 2025, Vietnam Social Security has increased direction for provincial and municipal Social Security to have flexible solutions in receiving and handling administrative procedures to ensure smooth operation, without affecting the rights of people, participants and beneficiaries of policies.
It is estimated that in 2025, the Vietnam Social Security system will receive 123.7 million administrative procedure settlement records, including 113.57 million electronic transaction records (accounting for 91.81% of the total number of records received, an increase of 6.2% compared to 2024).
