Attending and directing the Congress were comrade Nguyen Dinh Khang - Member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor (VGCL). Also attending were Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung; former Presidents and Vice Presidents of the Vietnam General Confederation of Labor through the periods.
On the side of Hai Phong City, Mr. Pham Van Lap - Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city; former leaders of the city, leaders of the City Labor Federation attended the congress.
The Congress was attended by 500 official delegates, representing more than 600,000 union members in the city.
Speaking at the opening of the Congress, Mr. Nguyen Anh Tuan - Chairman of the Hai Phong City Labor Federation emphasized that, implementing the direction of the Hai Phong City Party Committee and the Vietnam General Confederation of Labor, in the past time, especially from July 2025, in addition to the regular tasks of representing and caring for and protecting the legitimate rights and interests of union members and workers; associated with participating in building the Party and government, the City Labor Federation has focused on preparing for the Congress. Along with that, there is the arrangement and streamlining of the organization and apparatus and the implementation of the 2-level local government model. As of November 15, 2025, all 30 commune, regional and special-zone trade unions and more than 3,000 trade unions with non-state departments under the City Labor Federation have successfully organized congresses for the 2025 - 2030 term, creating an extensive political activity, spreading an exciting atmosphere among union officials, union members and employees in the city.
With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the 1st City Trade Union Congress demonstrated the courage and resilience, affirming the aspiration to rise strongly of the city's working class in the new period. The Congress is an important milestone for the labor movement and trade union activities of the city, to realize the aspiration to turn Hai Phong into a modern, civilized port city, an important driving force for development of the whole country, taking the lead in building a model of socialism associated with socialist people.
At the solemn session, the Congress listened to the report on the results of the first working day, a summary report on the results of the workers' movement and trade union activities in the city in the period of 2023-2025; directions and tasks for the 2025-2030 term; a review report of the City Labor Federation Executive Committee for the 2023-2025 term; a summary report on the proposals and recommendations of cadres, union members and workers in the city.
