The regulations of the Ministry of Construction stipulate conditions, standards, principles for approval, application time and how to calculate the percentage of cadres and civil servants entitled to this policy.
According to regulations, cadres and civil servants subject to application must fully meet the conditions throughout the time of holding salary grades.
Those who are considered not to have final salary grades in the rank or in the title, and at the same time, by December 31 of the year of considering salary grade increase before the deadline, there is a shortage of no more than 12 months to be entitled to regular salary grade increase.
In addition, cadres and civil servants must achieve outstanding achievements in performing their duties and be recognized by competent authorities in writing in the forms prescribed in the regulations.
Regarding standards, cadres and civil servants must be evaluated and classified by competent authorities in terms of quality at a level from completing tasks or higher during the salary term. At the same time, the person considered does not violate discipline with forms of reprimand, warning or dismissal.
The Regulation also clearly states the time and level of achievement as a basis for considering salary promotion before the deadline. Achievements are determined according to the time of issuance of the recognition decision and must be achieved within the last 6 years for ranks and titles with a time of holding ranks for regular salary promotion consideration of 3 years, or within the last 4 years for ranks and titles with a time of holding ranks of 2 years, up to December 31 of the year of consideration. These achievements are arranged according to the level from high to low according to the appendix attached to the regulation.
In case cadres and civil servants have been promoted to salary grades ahead of schedule due to outstanding achievements, all achievements achieved before the date of the decision to promote salary grades ahead of schedule, within a period of 6 years or 4 years according to regulations, will not be counted for consideration for the next promotion.
Based on the level of achievement, the time to be promoted to a higher salary level before the deadline is also specifically determined. Cases of achieving one of the high-level achievements according to the appendix attached to the regulations are considered for promotion to a salary level 12 months before the time to keep the rank to consider regular salary promotion. Cases of achieving achievements at a lower level as prescribed will be considered for promotion to a salary level 6 months before the deadline.
In cases where there are many people with the same achievements, the consideration of early salary promotion is carried out in the order of priority. People who have never had early salary promotion are considered in advance. Next are those who have less than a year of service up to the time of retirement according to regulations, not including cases of early salary promotion when there has been a retirement notice. The next priority criteria include cadres who do not hold leadership positions or hold lower leadership positions, wounded soldiers, ethnic minorities, female workers, people with unreasonable salary developments and people with more working time at the Ministry's agency block.
The regulations also clearly stipulate how to calculate the number of people belonging to the proportion considered for early salary promotion. Accordingly, for every 10 people on the payroll of the unit, it is determined that one person is entitled to early salary promotion for outstanding achievements, not counting the surplus of less than 10 people.
Every year, in the fourth quarter, the Department of Personnel Organization bases on the surplus number of less than 10 people in the payroll, including agencies and units with less than 10 people, to advise on assigning additional targets for salary promotion ahead of schedule beyond the determined rate.
This allocation prioritizes small-scale units and agencies and units that successfully complete their work tasks, and at the same time must ensure that the total number of people who are promoted to higher salaries before the deadline does not exceed the prescribed rate.
In case the salary grade increase target before the deadline of the year considered is not fully used, it will not be converted to be calculated in the ratio of the following years.
