The Government has just issued Decree No. 343/2025/ND-CP dated December 28, 2025, stipulating the regime of nursing, care when suffering from dangerous diseases, and funeral support upon death for retired military officers.
According to the decree, the beneficiaries of the above policy include:
1. General-level officers who have retired.
2. Retired officers of the rank of colonel and lieutenant, including:
a) Senior Colonel-level officers enjoy a salary of 668 VND according to the provisions of Decree No. 235/HDBT dated September 18, 1985 of the Council of Ministers on improving the salary regime of workers, civil servants and armed forces;
b) Officers who held positions or have held positions of Commander, Political Commissar (Army Corps, Corps, Naval Region, Coast Guard Region and equivalent); Directors of Departments with the function of directing the entire army before retirement.
c) Senior Colonel-level officers receive a second salary increase; officers who hold positions or have held positions of Deputy Commander, Deputy Political Commissar (Army Corps, Corps, Naval Region, Coast Guard Region and equivalent); Deputy Directors of Departments with the function of directing the entire army.
d) Senior Colonel-level officers enjoy a salary of 655 VND according to the provisions of Decree No. 235/HDBT; Senior Colonel-level officers have their salaries increased for the first time; officers who held positions or have held positions of commander of Divisions or Military Commands of provinces and centrally-run cities (provincial level) and equivalent before retirement.
e) Officers of the rank of Colonel, Senior Colonel; officers who held positions or have held command positions of Brigades, Regiments and equivalents before retirement. Officers who held positions or have held positions before retirement have a position allowance coefficient of 0.5 as prescribed in Decree No. 25/CP or have a position allowance coefficient of 0.7 as prescribed in Decree No. 204/2004/ND-CP;
e) Officers of the rank of Lieutenant Colonel, Major; officers who held positions or have held command positions of Battalions and equivalents before retirement. Officers who held positions or have held positions before retirement have a position allowance coefficient of 0.35 as prescribed in Decree No. 25/CP or have a position allowance coefficient of 0.5 as prescribed in Decree No. 204/2004/ND-CP;
Regarding nursing money, the Decree clearly stipulates for each of the above subjects:
- Subjects specified in item 1; points a, b and c of item 2 above are supported with annuity and nursing allowance once a year, the benefit level is the level of annuity and nursing allowance of general-level officers on duty;
- Subjects specified in points d and d section 2 above are supported with annuity and nursing allowance once a year, the benefit level is the same as the annuity and nursing allowance level of officers with the same rank of Colonel, Senior Colonel currently working;
- Subjects specified in point e, section 2 above are supported with sick leave and nursing allowance once a year, the benefit level is the same as the sick leave and nursing allowance level of officers with the same rank of Lieutenant Colonel, Major currently working;
- Subjects specified in point g, item 2 above are supported with sick leave and nursing allowance once a year, the benefit level is the same as the sick leave and nursing allowance level of a lieutenant-level officer on duty;
The Decree clearly states that the nursing allowance specified above is paid in the first quarter of each year. In case of retirement and monthly pension from January of each year, nursing allowance is supported from the year of retirement and monthly pension.
The Decree takes effect from January 1, 2026.
