280 people are supported to escape homelessness
Notably, the number of people with mental disorders wandering around tends to increase. Many cases are unclear where they live, are people from outside the province or from families in difficult circumstances. Some cases develop mental disorders due to illegal use of synthetic drugs.
The situation of street vendors, homeless people, beggars, street vendors, and lottery ticket sellers soliciting customers in some areas is also complicated, especially at tourist attractions, restaurants and crowded places, affecting urban aesthetics, security and order, and the tourist environment of the province.
In the period 2021-2025, the province has implemented many management solutions, focused, classified and supported cases according to regulations. In 5 years, 418 cases of homelessness, orphanage, and begging have been focused, classified, verified information, searched for relatives, supported for community reintegration or transferred to social assistance facilities.
Through this, 236 cases were supported to return to their families and localities to live; 44 cases were transferred to social protection facilities. Some cases were transferred to the police agency for verification and handling according to regulations.
However, this situation still recurs, mainly in the elderly group, without housing, without stable jobs, lacking family care or facing difficulties in life. Some cases do not have personal papers, cannot identify their place of residence or relatives, causing difficulties for verification, management and support.
Mr. Vu Duc Anh (a tourist from Hai Phong City) shared that he has encountered many times wandering people asking for money at tourist attractions, causing discomfort to tourists.
Localities need to prevent this situation, support bringing people who are unable to take care of their lives into social assistance centers. Doing so will both maintain the image of tourism and help them have a place to care for and stabilize their lives," said Mr. Duc Anh.
Re-enacted wandering after returning to family
In Quy Nhon ward, the situation of homeless people, orphans, and beggars still recurs, mainly people from other provinces, especially at times when the locality organizes festivals and tourism events.
Mr. Dinh Anh Tuan - Deputy Head of the Culture and Social Department of Quy Nhon ward - said that through review, the locality identified 3 cases of homelessness and hardship as residents in the area. After being mobilized, these cases no longer wander or beg.
However, some people from Quang Ngai who came to Quy Nhon to beg were gathered and supported to be taken to social assistance facilities, but after returning to their families, it continued to recur.
In the coming time, the locality will strengthen operations to handle the situation of street vendors and beggars, especially in tourist areas, in order to maintain the aesthetics and tourism image of Quy Nhon," Mr. Tuan said.
Faced with the above situation, in the period 2026-2030, Gia Lai province will focus on solving the situation of homeless people, orphans, and beggars; strengthen management and assistance for vulnerable people and build a coordination mechanism in receiving, supporting, and bringing these cases to their place of residence or to social assistance facilities when necessary.
The province sets a target of detecting 100% of cases of homeless, orphans, and beggars, accessing and verifying information about their personal background, place of residence, and family circumstances to have appropriate support solutions.
