Hanoi City is urgently completing preparations to organize the groundbreaking ceremony of the To Lich River Park Renovation and reconstruction Project - one of the projects of special significance in the capital, welcoming the 14th National Congress of the Party.
The project not only aims to beautify the landscape, but also contributes to thoroughly handling environmental pollution, reviving one of the rivers closely associated with Hanoi people for many generations.
According to the Plan of the Hanoi People's Committee, the groundbreaking ceremony is expected to be held on the morning of December 19, at the same time as many other key projects and works in the city and the whole country, creating a vibrant competitive atmosphere towards the country's important political event.
Accordingly, the location for the groundbreaking ceremony of the project to renovate and rebuild parks on both sides of the To Lich River is determined in Nghia Do Ward, Hanoi City.
The investment objective is to specify the orientation according to the Resolution of the Politburo on the construction and development of Hanoi city until 2030, with a vision to 2045; Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1569/QD-TTg dated December 12, 2024; Adjusting the Hanoi Capital Master Plan to 2045, with a vision to 2065 approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024; Zoning plan; Detailed plan and other related orientations.
At the same time, the investment aims to upgrade the landscape on both sides of the To Lich River to enhance the regional identity, meet the needs of entertainment, recreation, community activities of the people and promote the development of culture, trade, services, tourism in the project area in particular and Hanoi Capital in general; contribute to environmental protection towards sustainable development, effectively exploiting the potential and advantages of location and land fund in the project area.
The expected scale of the main items invested in the roadway items includes: sidewalk and square yard, tree trunk embankment wall, riverside walking path, seating - seating system, steep ramming, curbs, tree tanks, parking lots, sports fields, playgrounds, and pedestrian paths.
Architectural works, including: service works, highlight works and auxiliary works.
The tree category includes: large shade trees along the river, bushes, low trees, grass carpets, aquatic plant carpets, climbing plants, and canopy.
Other equipment and utilities: tables - chairs, trash bins, outdoor exercise equipment, playground equipment, decorative sculptures, lighting...
Preliminary land use demand (officially determined when the project is submitted for appraisal and approval according to regulations) is about 737,927.6 m2.
The expected construction time of the project and infrastructure system is from the fourth quarter of 2025 to the fourth quarter of 2028.
Expected type of PPP project contract: Construction - Transfer contract (BT contract) paid by land fund. The total preliminary investment is more than VND 4,600 billion.
The winning investor was Sun Group Joint Stock Company.
This is a project implemented in parallel with the To Lich River water supply project with the goal of renovating, beautifying, minimizing environmental pollution and in accordance with the instructions in Notice No. 111-TB/VPTW dated December 3, 2024 of the Central Party Office on the conclusion of the direction of the General Secretary at the working session with the Standing Committee of the Hanoi Party Committee.
Not just a simple infrastructure project, the project to renovate, embellish and reconstruct parks on both sides of the To Lich River is an important part of Hanoi's journey to "revive the historical flow". The project not only contributes to building a civilized and modern capital, but also symbolizes political determination, strong participation of Party committees, authorities and the whole society in improving the living environment and improving the quality of people's lives.
