At the 27th session - Special session held on November 13, with 100% of delegates in favor, the Hanoi People's Council approved the investment policy for the project to renovate and restore parks on both sides of the To Lich River.
The project to renovate, renovate and rebuild parks on both sides of the To Lich River passes through the wards: Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, Hoang Liet.
The land area used to implement the project is about 737,927.6 m2.
The main items expected to be invested in include:
- Road yard items, including: sidewalk yard and square, tree trunk embankment wall, riverside walking path, step system - seating steps, steep ruts, curbs, tree tanks, parking lots, sports fields, playgrounds, pedestrian paths.
- Architectural works, including: service works, highlight works and auxiliary works. - Green tree category: Large shade trees along the river, bushes, low trees, grass, aquatic plant carpets, climbing plants, and canopy.
- Other equipment and utilities: tables - chairs, trash bins, outdoor exercise equipment, playground equipment, decorative sculptures, lighting, etc.
The expected construction time of the project and infrastructure system is from the fourth quarter of 2025 to the fourth quarter of 2028.
The project has a total investment of more than VND 4,665 billion. type of Construction - Transfer contract (BT contract) paid by land fund.
Preliminary payment method: Part of about 34.8ha is located in land plot No. 4 in Son Dong commune, An Khanh commune. The value of the land fund expected to be paid is about VND 5,000 billion.
The Hanoi People's Committee said that the project's goal is to specify the orientation according to the Resolution of the Politburo on the construction and development of Hanoi city to 2030, with a vision to 2045 in Document No. 15-NQ/TW dated May 5, 2022; Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1569/QD-TTg dated December 12, 2024; Adjusting the Hanoi Capital Master Plan to 2045, with a vision to 2065 approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024; Zoning plan; Detailed plan and other related orientations.
Upgrading the landscape on both sides of the To Lich River to enhance the regional identity, meeting the needs of entertainment, recreation, community activities of the people and promoting the development of culture, trade, services, and tourism in the project area in particular and Hanoi Capital in general, contributing to environmental protection towards sustainable development, effectively exploiting the potential and advantages of location and land fund in the project area.
