On June 25, the Standing Committee of Nghe An Provincial Party Committee issued a conclusion on the plan to arrange and assign cadres, civil servants, public employees and workers in the newly established communes and wards after the merger; at the same time, agreed on the policy of adjusting the organizational model of the District-level Cultural, Sports and Communication Center.
Accordingly, the Standing Committee of the Provincial Party Committee basically agreed with the plan to arrange cadres in 130 new communes and wards according to the proposal of the Provincial Party Committee's Organizing Committee. Regarding the assignment of positions, in the immediate future, the number of existing cadres after the merger will be temporarily assigned, ensuring that each commune has about 5760 positions, and the communes that are not merged will have about 40 positions. Unused district-level bonds will be transferred to the province for appropriate reallocation.
For non-professional workers at the commune level, the Standing Committee of the Commune Party Committee shall carry out the arrangement according to the instructions of the Central Government. The work of mobilizing, appointing, and assigning tasks in new communes and wards must be completed before July 1, 2025.
The Standing Committee of the Provincial Party Committee also agreed not to transfer the Radio and Television Department of the District-level Cultural, Sports and Communications Center to Nghe An Newspaper and Nghe An Radio and Television Station (after the merger). At the same time, the District-level Cultural, Sports and Communications Center is now transferred to the commune level (new) for management (where the unit's headquarters is located), performing the function of providing cultural, sports and communication services in the commune, ward and area.
Commune-level administrative units (new) are established 1 public service unit to provide essential basic public service services (except for communes and wards with a Cultural, Sports and Communication Center headquartered in the new commune or ward) when eligible for establishment according to regulations.
The supervision and urging of implementation is assigned to the Provincial Party Committee's Organization Committee, the Provincial Party Committee's Inspection Committee and the Provincial People's Committee's Party Committee Standing Committee.
