On May 30, information from the People's Committee of Nghe An province said that Chairman of the Provincial People's Committee Vo Trong Hai has just signed and issued Decision No. 2257/QD-UBND on establishing working groups to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital in 2026.
According to the decision, the People's Committee of Nghe An province established 5 working groups headed by Vice Chairmen of the Provincial People's Committee. The groups have the task of directly inspecting and urging at departments, agencies, branches, localities and investors, in order to promptly handle bottlenecks in the process of implementing public investment projects.
Task Force No. 1 is headed by Standing Vice Chairman of the Provincial People's Committee Bui Thanh An; leaders of the Department of Finance are deputy heads. This task force is in charge of national defense, security, industrial parks and economic zones, warehouses, and headquarters.
Task Force No. 2 is headed by Vice Chairman of the Provincial People's Committee Nguyen Van De; leaders of the Department of Agriculture and Environment are deputy heads. The task force is in charge of inspecting and urging the fields of agriculture, forestry, irrigation, and fisheries.
Task Force No. 3 is headed by Vice Chairman of the Provincial People's Committee Hoang Phu Hien; leaders of the Department of Construction are deputy heads. This task force is in charge of transportation, water supply and drainage, planning, tourism, and public works in urban and rural areas.
Task Force No. 4 is headed by Vice Chairman of the Provincial People's Committee Phung Thanh Vinh; leaders of the Department of Finance are deputy heads. The task force is in charge of the industrial cluster and development of western Nghe An.
Task Force No. 5 is headed by Vice Chairman of the Provincial People's Committee Thai Van Thanh; leaders of the Department of Education and Training are deputy heads. This task force is in charge of the fields of education and training, science and technology, health, culture, and society.
Members of the working groups include leaders of the Provincial People's Committee Office, Department of Finance, Department of Construction, Department of Agriculture and Environment, State Treasury of Region XI and a number of related agencies.
According to the plan, inspection and urging are divided into 2 phases. Phase 1 takes place from June 1 to July 15, 2026; phase 2 from September 1 to October 15, 2026.
The establishment of working groups is considered a move to increase the responsibility of departments, branches, localities and investors in the process of implementing public investment capital plans, especially for projects that are still behind schedule, entangled in procedures or facing difficulties in site clearance.
