Accelerating key infrastructure projects
Vinh - Cua Lo Boulevard Phase 2 is one of the key infrastructure projects of Nghe An province. The project was approved by the Provincial People's Committee in 2021, with a total length of 10.8km passing through 3 localities including Vinh City (3.4km), Nghi Loc District (4.8km) and Cua Lo Town (2.6km).
This is the main road of Nghe An connecting Vinh city with Cua Lo town, and is also the widest road in Nghe An at present. The total investment of the project is 1,415 billion VND.
According to the Department of Transport of Nghe An province, by early August 2024, the project's construction output had reached over 90% and was expected to open to traffic as soon as possible. This is also a project that Nghe An province's leaders pay special attention to, regularly inspect, urge, and require progress assurance.
Along with the above project, the N5 route (also known as National Highway 7C) over 63km long also plays an important role in the infrastructure system of Nghe An. The project was started in August 2015, with a budget of over VND 2,700 billion, invested by the Traffic Project Management Board - Nghe An Department of Transport and the Project Management Board of Nghe An Economic Zone, divided into 3 phases. Currently, the project has reached nearly 90% progress.
The road is expected to be completed by the end of the year and handed over and put into use in early 2025, helping to open the entire route from Nghi Loc to Tan Ky. When the entire route is opened to traffic, N5 Road will become the main axis connecting districts in the Western Nghe An economic region such as Tan Ky, Anh Son, Con Cuong, Ky Son... with the Southeast Economic Zone to the Cua Lo international port cluster, expected to contribute to promoting socio-economic development and reviving the lives of the Western Nghe An region.
Resolutely disburse public investment capital
Along with accelerating key projects, Nghe An province has recently implemented many drastic solutions to disburse public investment capital, considering this an important task of the province and investors. As of July 31, the province's total public investment plan had only disbursed more than VND2,000 billion, reaching 39.77%.
The remaining undisbursed capital is more than 3,100 billion VND, of which: Concentrated public investment source is more than 1,800 billion VND (2024 plan: more than 1,700 billion VND, extended 2023 plan: More than 87.5 billion VND); national target program source is more than 1,300 billion VND (2024 plan: 942 billion VND, extended plan: 397.1 billion VND).
Recently, the People's Committee of Nghe An province has continuously organized meetings and issued many documents requesting departments, branches, sectors, People's Committees of districts, cities, towns, project management boards and investors with projects that have not yet been disbursed or have large amounts of remaining undisbursed capital to urgently complete procedural documents, implement necessary solutions (mobilize human resources, work overtime, focus on many construction sites...) to speed up the implementation progress and soon disburse all assigned plan targets.
In addition, the Chairman of the People's Committee of Nghe An province requested departments, branches and localities to strengthen discipline and order in disbursing public investment capital; strictly handle organizations and individuals who intentionally slow down the progress of implementation and disbursement of public investment capital; promptly replace cadres, civil servants and public employees who are weak in capacity, slow, cause harassment and trouble; resolutely handle negative and corrupt behaviors in public investment management.
