On October 7, information from Nghe An Provincial People's Committee said that as of September 30, 2025, the whole province has disbursed VND 4,624.269 billion in public investment capital, reaching more than 45% of the total annual plan and nearly 51% of the plan assigned at the beginning of the year, lower than the same period in 2024.
According to the plan assigned by the Prime Minister, Nghe An will be allocated more than VND 10,215 billion in public investment capital in 2025. Up to now, the province has detailed the allocation of VND9,985 billion, reaching 97.75%, the remaining VND229 billion has not been allocated. Of this total, the concentrated public investment source has disbursed more than VND 1,843 billion (reaching 39%), while the plan for previous years of extending only reached nearly 33%.

Implementing the two-level local government, the whole province has 91 projects with a total investment cost of VND 2,548.106 billion, accounting for 45.18% of the total plan, not affected by the transfer of investors when implementing; currently only VND 955.593 billion has been disbursed, with VND 1,592.514 billion not yet disbursed.
Some units with large un disbursed capital include: Department of Construction (more than 1,020 billion VND), Oncology Hospital (349 billion VND), Department of Health (159 billion VND), Department of Education and Training (123 billion VND), Department of Culture - Sports and Tourism (114 billion VND), Provincial Civil and Industrial Construction Investment Project Management Board (108 billion VND)...
The transition to a two-level local government model has forced many projects to hand over to investors. The whole province has 1,259 projects with a total capital of VND 3,091.95 billion subject to transfer, currently only over VND 1,206 billion has been disbursed, reaching 39.02%. Many units are assigned to receive a large volume, while there is a shortage of staff and unfinished management infrastructure, leading to delays in implementation and payment.
In addition, many projects are stuck in site clearance, procedures for adjustment, appraisal, and bidding; unfavorable weather and damage caused by storms No. 3, No. 5, No. 10, causing many projects to be interrupted. According to statistics, about 505 billion VND of 26 projects is forecast to be difficult to fully disburse this year.
In that situation, Chairman of Nghe An Provincial People's Committee Le Hong Vinh requested sectors and localities to review and adjust capital plans; focus on completing legal documents, speeding up construction progress; at the same time, resolutely transfer capital for projects behind schedule or weak investors.
Regarding the issue of perfecting the Project Management Boards of the area, the Chairman of the Provincial People's Committee assigned the Department of Home Affairs to coordinate with the Provincial People's Committee Office to submit to the Provincial Party Committee Standing Committee for consideration and approval of the transfer and appointment of leaders in charge of the Project Management Boards of the area (Anh Son, Ky Son, Nghia Dan, Quynh Luu, Tuong Duong, Yen Thanh, Thai Hoa).
At the same time, regularly grasp and remove difficulties and obstacles in organizing the activities of the Project Management Boards of the area so that the Boards can complete the task of handing over documents and records according to regulations.
Mr. Le Hong Vinh, Chairman of Nghe An Provincial People's Committee shared: "There are less than 3 months left until the end of the year, while the amount of capital that has not been disbursed is still very large. Therefore, the Provincial People's Committee has requested departments, branches and localities to make more efforts, proactively remove difficulties, speed up disbursement progress, strive to complete 100% of the 2025 public investment capital plan according to the direction of the Prime Minister".
