Fever for low disbursement
Working Group No. 3 led by Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council of Ca Mau province Pham Van Thieu listened to a report on the situation, progress and difficulties and obstacles in the implementation of projects: Ring Road in Bac Lieu city (phase 1); Ring Road outside Bac Lieu city (phase 1); construction of Hoa Binh 2 bridge and the road connecting to Giong Nhan - Go Cat road; construction of DT 9.79 road from Phuoc Long town - Phuoc Long district to Ba Dinh - Hong Dan district; upgrading Ninh Quoi - Ngan Dua road, Hong Dan district, invested by the Bac Lieu Traffic Construction Investment Project Management Board.

The investor's report shows: According to the capital plan for 2025 (including 2024 transition), VND 1,486 billion has been allocated for projects; up to now, VND 93 billion has been disbursed, reaching 6.25% of the capital plan. The main reason for the delay in disbursement is that projects are currently facing difficulties in site clearance; some projects are in the process of selecting contractors for construction.
In this situation, Mr. Pham Van Thieu - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ca Mau province - requested agencies, units, localities and investors to have specific plans, roadmaps and times to complete site clearance work; supervise and urge contractors to mobilize maximum human resources and equipment to speed up construction progress and capital disbursement...
together to overcome difficulties
Previously, Vice Chairmen Ngo Vu Thang, Huynh Chi Nguyen, Lam Van Bi... also directly visited projects with difficulties in disbursing public investment capital. Most investors believe that the main reason is site clearance. Specifically, people still complain about compensation and clearance while the procedure to resolve complaints to come to enforcement requires time according to regulations. Therefore, localities all suggest that difficulties in procedures and policies should be resolved to speed up compensation and site clearance in the disbursement of public investment capital.

For example, the Ninh Quoi - Ngan Dua route and the DT9:79 route from Phuoc Long to Ba Dinh, many items have completed most of the volume, but some sections are still stalled due to compensation, land disputes or people have not yet handed over the site despite receiving support. In Hong Dan and Phuoc Long areas, the Project Management Board said it had repeatedly applied but the results had not met requirements.
The difficulties of each project are directly considered and resolved by the leaders of Ca Mau province. The Provincial People's Committee also asked for opinions from the Standing Committee of the Provincial Party Committee and the Steering Committee on specific mechanisms for handling each project to soon complete the disbursement of public investment capital.
The total public investment capital plan for 2025 of Ca Mau province is over VND 12,000 billion, an increase of over VND 3,100 billion and 1.35 times higher than the 2024 plan. This is an important resource to focus on investing in improving the province's socio-economic infrastructure system, especially in the context of low starting points and many limitations compared to other localities. At the same time, this capital also plays a key role in promoting the province's economic growth, with the function of leading and activating non-budgetary investment capital.
