In some coastal localities of Ninh Binh province, fishermen have rushed to reinforce boats and ships and bring them to safe storm shelters.
According to Lao Dong Newspaper, at Ninh Co port (Ninh Binh province), hundreds of fishing vessels have returned, anchored in a closed area, suitable for storm avoidance.
Taking advantage of the rope used to tie the boat, Mr. Hung (a fisherman in Hai Thinh commune, Ninh Binh province) said that since yesterday afternoon (July 20), after receiving a notice prohibiting vehicles from going to sea, Mr. Hung moved the boat to the Ninh Chau Thai fishing port area. To ensure that the property was not damaged, Mr. Hung checked and used ropes to reinforce the points on the ship.
The whole province of Ninh Binh has 1,861 fishing vessels and 5,724 direct workers at sea. As of the afternoon of July 20, 1,795 fishing vessels have safely reached shore to avoid storm No. 3; the remaining vessels and boats are moving to shore.


Previously, the People's Committee of Ninh Binh province requested units to absolutely not be subjective or negligent in directing storm prevention. Localities and units must closely monitor storm developments and update complete information to promptly adjust appropriate response plans.
From 7:00 a.m. on July 21, ships and boats are strictly prohibited from going out to sea. By 12:00 on the same day, anchorage and safe shelter must be completed.
From 5:00 p.m. on July 21, ferry services across the province will be temporarily suspended. Localities need to arrange control forces at culverts, spillways, deeply flooded areas, fast-flowing water, determined not to let people and vehicles pass when safety is not guaranteed.


The People's Committees of communes and wards organize propaganda and instruct people on disaster response skills, especially measures to ensure safety when there are strong winds, floods, and landslides. Localities urgently review and develop plans to evacuate people in coastal areas and areas at high risk of landslides and flash floods to safe places. At the same time, ensure food, clean water, and temporary accommodation for evacuated households.
Agencies, units and localities maintain 24/7 duty, monitor storm developments and regularly report to the Provincial Civil Defense Command. In all situations, the "4 on-site" motto must be ensured, including on-site command, on-site forces, on-site means and on-site logistics.
