On July 22, Lao Cai Provincial Police informed that, implementing the direction of the Ministry of Public Security on strengthening the fight and prevention of violations related to wild animals, migratory birds and protecting aquatic resources, the police of communes in the area have promoted propaganda and mobilized people not to hunt, trap, buy, sell, or illegally transport wild animals.
Thanks to that, many people have proactively contacted functional agencies to hand over wild animal individuals that strayed into residential areas or were discovered during activities.
On July 20, through propaganda and mobilization, Thuong Bang La Commune Police coordinated with Cau Go Forest Protection Station to receive 2 turtles voluntarily handed over by Mr. Do Dinh Hung (residing in Tran Phu village, Thuong Bang La commune).
According to Mr. Hung, the two turtles appeared in the family's residential area, so he proactively reported to the functional forces for handover.
Through verification, functional agencies identified one individual as a sa nhân turtle (Cuora mouhotii), one individual as a four-eyed turtle (Sacalia quadriocellata). Both are endangered, precious, and rare forest animals belonging to Group IIB according to the provisions of law.
After receiving it, Thuong Bang La Commune Police coordinated with the Forest Protection force to complete the dossier, implement management, care and handling according to regulations.
Just one day later, Lien Son Commune Police coordinated with the Nghia Lo Regional Forest Protection Department to receive a red-faced macaque (Macaca arctoides) individual voluntarily handed over by Mr. Ha Van Minh (residing in Goc Buc village, Lien Son commune).
Mr. Minh said that the monkey strayed into the garden area, so the family proactively notified the functional forces. Through inspection, the forest rangers determined that this is also a endangered, precious, and rare forest animal belonging to Group IIB.
After receiving it, the monkey was handed over to the Forest Protection force for care, management and implementation of handling steps according to regulations.
According to Lao Cai Provincial Police, people's proactive handover of wild animals shows that awareness and law compliance are increasingly improved, and at the same time contribute to preventing the illegal hunting, captivation, trading and transportation of wild animals.
From June 25, 2026, Decree No. 146/2026/ND-CP of the Government on sanctioning administrative violations in the field of forestry officially takes effect with many regulations on strict sanctions for acts of encroachment on forest animals.
According to regulations, the act of hunting, keeping, buying, selling, and illegally transporting endangered, precious, and rare forest animals belonging to Group IIB may be fined up to 300 million VND depending on the nature and severity of the violation; for animals belonging to Group IB, the fine may be up to 400 million VND. In addition to fines, violators will also have exhibits and means confiscated and remedial measures applied according to regulations.
