On the afternoon of July 22, at the regular press conference for the second quarter of 2026 of Thanh Hoa Provincial People's Committee, the particularly serious labor accident that occurred at the pig farm of Dabaco Thanh Hoa Co., Ltd., in Thach Quang commune, was one of the contents that received much attention.
The incident killed 5 workers, seriously injured 2 people and some others suffered health effects. Functional agencies are continuing to investigate the cause and clarify the responsibilities of relevant organizations and individuals.
At the press conference, Lao Dong Newspaper reporters and many reporters from press agencies raised 3 groups of issues related to state management responsibility for occupational safety and health; legal responsibility of enterprises and management of pig farms in the province.
Press agencies requested to clarify the responsibilities of functional agencies in training, training, guidance and inspection of compliance with regulations on occupational safety and health at enterprises and livestock facilities.
Along with that is the determination of legal and administrative responsibility of Dabaco Thanh Hoa Co., Ltd. and related units after the particularly serious accident occurred.
The third issue raised is the number of pig farms operating in the province, requesting clarification of whether the formation, licensing and existence of a large number of farms as they are now are in accordance with the plan or not; how the responsibility of agencies and licensing authors is determined; how environmental pollution control and labor safety assurance at farms have been, are and will be implemented.
Answering at the press conference, Mr. Mai Xuan Liem - Standing Vice Chairman of Thanh Hoa Provincial People's Committee - said that the province's point of view is that the particularly serious labor accident at Dabaco Thanh Hoa Co., Ltd. must be investigated and handled strictly according to regulations.
Mr. Liem said that, with the nature and consequences of the case, functional agencies will consider initiating a criminal case to clarify the causes and responsibilities of relevant organizations and individuals.
The Standing Vice Chairman of Thanh Hoa Provincial People's Committee also frankly acknowledged that environmental pollution caused by pig farming activities in the area has been and is a hot issue, which needs special attention and direction for handling.
According to Mr. Liem, not only environmental issues, but also labor safety assurance at livestock farms, mines and construction sites also need to be seriously inspected and rectified.
I believe that the responsibility of the business owner, Dabaco Thanh Hoa Co., Ltd., will be handled. This is a lesson for all businesses in the area," Mr. Mai Xuan Liem emphasized.
Answering the contents related to labor safety, Mr. Hoang Ngoc Trung - Deputy Director of Thanh Hoa Provincial Department of Home Affairs - said that immediately after the incident occurred, provincial leaders directed functional agencies to focus on rescuing victims, visiting and supporting families of victims and urgently investigating the cause.
According to a representative of the Department of Home Affairs, the determination of the responsibility of businesses as well as related organizations and individuals will be carried out based on the investigation results of competent authorities.
Regarding the management of livestock farms, Mr. Nguyen Khanh Toan - Deputy Director of Thanh Hoa Department of Agriculture and Environment - said that there are currently more than 500 pig farms in Thanh Hoa province. The Department of Agriculture and Environment has been and is reviewing the compliance with regulations on livestock farming and environmental protection.
For more than 500 pig farms operating in the area, functional agencies will continue to review the conformity with planning, legal procedures, environmental protection work as well as compliance with labor safety regulations during operation.
Mr. Nguyen Khanh Toan's answer disappointed many reporters because it was general, not focused, and did not clearly show the responsibility of individuals and units in licensing hundreds of farms formed and existing in the area, with some small communes in mountainous areas having to "carry" up to 5 pig farms.
