Reorganizing a series of public service units
To build a model of organizing local government at both levels to officially come into operation from July 1, the Provincial Steering Committee on developing the Project of arrangement and organization has continuously held meetings to assess the implementation progress.

Accordingly, to ensure a streamlined and efficient operating apparatus, Dien Bien province has directed relevant agencies and units to develop plans to arrange, arrange personnel, and transfer finance and assets for public service units.
Specifically, establish 4 regional Vocational Education - Continuing Education Centers (under the Department of Education and Training) on the basis of merging the Provincial Continuing Education Center and district-level centers.
At the same time, all educational institutions from preschool to secondary school level will be transferred to the new commune level for management.
Establish 5 Project Management and Land Fund Development Committees of the area (under the Provincial People's Committee) on the basis of merging the Project Management and Land Fund Development Committees of districts and towns; Project Management Committees, Land Fund Development Centers of Dien Bien Phu City, Dien Bien District.

Along with that, reorganize and reorganize the District-level Agricultural Service Centers and the Dien Bien Phu City General Economic Service Center into units under the Department of Agriculture and Environment. This unit has a network system providing public service services in the inter-commune area.
Dien Bien Phu Newspaper receives the functions and tasks of providing communication career services from the current district-level Cultural, Radio and Television Centers to provide services in the inter-commune area. At the new commune level, a General Service Center will be established to provide cultural and sports career services... End the operation of the Urban Order Management Team.
Human resource problem
One of the key tasks at present is to arrange and resolve policies for cadres, civil servants and public employees.
According to Mr. Vu A Bang - Vice Chairman of Dien Bien Provincial People's Committee: "The Provincial People's Committee has directed the Department of Home Affairs to guide and urge districts, towns and cities to urgently review and prepare documents to the Department of Home Affairs for personnel appraisal before submitting to the Standing Committee of the Provincial People's Council to appoint key positions of commune-level cadres after the arrangement. Specifically, including the personnel records expected to be arranged for the positions including: Chairman, Vice Chairman of the People's Council; Head of the Committee, Vice Chairman of the People's Council; Chairman and Vice Chairman of the People's Committee at the commune level".

Dien Bien currently has a total of 3,567 cadres and civil servants at the district and commune levels (government block) subject to arrangement (including 750 people at the district level).
Currently, the province continues to direct the People's Committees at the district level to develop and complete a plan to transfer cadres and civil servants to the new commune level. Accordingly, the commune-level administrative units with the largest number of cadres and civil servants are Dien Bien Phu ward (139 people); the unit with the least number is Sam Mon commune and Cha To commune (51 people).

For civil servants, the province will direct the transfer of civil servants at public service units to the provincial or commune level. Of which, the total number of civil servants in the fields of culture, broadcasting, television, services, urban order management, etc. transferred to the commune level is expected to be 246 people.
