Every day, the waste and raw material ore storage yard for the iron and steel smelting process of Tuyen Quang Iron and Steel Co., Ltd. in Long Binh An Industrial Park (Binh Thuan ward, Tuyen Quang province) has dozens of trucks entering and leaving.

According to PV's records, besides some sheltered gathering areas, there are still many waste piles of slag and ore exposed naturally in high piles, excavators and screening and conveyor belt systems operating continuously have created a large amount of dust.

Mr. Bui Van M (a worker in Long Binh An industrial park) goes back and forth twice a day through the garbage and ore gathering area of Tuyen Quang Iron and Steel Co., Ltd., so he is used to the situation of dust and stagnant water stretching for a whole section of road.

Trucks carrying ore come in and out loudly, and the ore yard is exposed, so dust is naturally spreading, I saw trucks carrying water to wash the road, but in reality it is even more dirty. The road surface is yellow, ore combined with water stretches along the entire road section" - Mr. M said.

Also according to people living near Long Binh An industrial park, at some times smoke and dust accompanied by a pungent smell are detected flying into residential areas. This is also an area with many metalworking and deep processing industrial activities with a high risk of environmental impact. In mid-December 2020, before people's reflections on the phenomenon of abnormal smoke and dust at Tuyen Quang Steel billet Factory under Tuyen Quang Iron and Steel Co., Ltd., functional agencies inspected, verified and concluded that the phenomenon of abnormal smoke and dust was due to the factory's production incident at the blast furnace for steel smelting.

Recently, in early May 2026, people living near Binh Vang Industrial Park (Vi Xuyen commune, Tuyen Quang province) suddenly discovered a large amount of dust covering roofs and gardens with an unpleasant pungent smell. Following the source of discharge, people discovered dust spreading from the Fero Manganese Production Plant of Ha Giang Iron Joint Stock Company.

Tuyen Quang Provincial Police have intervened to verify and clarify. Accordingly, Ha Giang Iron and Steel Joint Stock Company committed administrative violations when discharging dust exceeding technical standards for waste from 1.1 times to less than 1.5 times and was fined 200 million VND. This unit is also forced to review and renovate the dust and exhaust gas treatment system.

Closely monitor emission sources

Currently, Tuyen Quang province has 1 economic zone, 2 industrial parks, 8 industrial clusters, 51 craft villages, 120 industrial production projects. Among them, more than 40 facilities belonging to high-pollution risk groups have set high requirements for strict control of discharge activities as well as inspection and handling of environmental violations.

According to Tuyen Quang Provincial Police, after 1 year of implementing Plan No. 135 of the Ministry of Public Security on general review, struggle, handling of crimes, violations of the law and advising on resolving hot spots of environmental pollution, functional forces have discovered and handled 19 administrative violations against 22 subjects including 17 organizations and 5 individuals, with a total fine of over 5.5 billion VND, and at the same time prosecuted 2 cases with 2 defendants for the crime of causing environmental pollution. The report on environmental protection work in Tuyen Quang province in 2025 shows that environmental control work at industrial zones and clusters has been strengthened through inspection and examination activities.

Mr. Trinh Van Binh - Deputy Director of the Department of Agriculture and Rural Development of Tuyen Quang province - said that in the period 2026 - 2030, the province will promote a proactive environmental management model, early warning, and strengthen the application of digital technology in environmental monitoring.

For facilities with high pollution risk or large discharge flows, it is required to install an automatic wastewater monitoring system, transmitting data directly to specialized agencies for monitoring" - the leader of the Department of Agriculture and Rural Development of Tuyen Quang province informed.
