Thai Nguyen - Compensation, site clearance, and resettlement support at the extended Bac Son road project are facing many difficulties.

The extended Bac Son road project is a vital route connecting the center of Thai Nguyen province and the Nui Coc lake area. The project is 9.5km long, worth more than VND 2,100 billion under the PPP - BT Contract form invested by Xuan Truong Construction Enterprise.

The route started construction in July 2018 and is expected to be completed in December 2019. However, after many requests for an extension, the project has not been able to reach the finish line as planned.

Currently, contractors are focusing on construction, striving to complete the project in 2025. Compared to the original design, the contractor proposed to adjust some items to suit the reality such as: replacing Terrazzo tiles with Rheocore cast iron bricks, adjusting the type of trees and adding a layer of asphalt concrete to the cement concrete road surface.

In addition to difficulties due to construction conditions and rainy weather, site clearance is also affecting the progress of the project.

Report of the Branch of the Land Fund Development Center Region I, the compensation, support and resettlement work of the Bac Son Road Project is still facing many difficulties.

Some households have had compensation plans but have not been paid due to lack of funding. While some households have received money but have not yet handed over the site.

On the section from Km0+00 to Km3+500, the service road area in Phan Dinh Phung ward has 9 households affected. Up to now, there are 2 households that have not yet handed over the site because the project has a complex structure, and need a demolition plan to ensure safety. 7 households have approved compensation plans with a total amount of 3.62 billion VND, but there is no funding for payment.

In Quyet Thang ward, 8 households have compensation plans and are submitting for appraisal with a total cost of about 5.1 billion VND. However, the progress is still slow due to not being funded.

The section from Km3+500 to Km9+500, through Dai Phuc commune, has 6 households waiting for compensation approval. The total estimated cost is about 4.2 billion VND. At the same time, there are 3 households with legal documents and resettlement needs.

Faced with the above situation, Vice Chairman of Thai Nguyen Provincial People's Committee Nguyen Thi Loan requested Phan Dinh Phung Ward to establish a working group to dismantle and clear encroachment and expansion points in the area that has been compensated and cleared.

At the same time, the site will be arranged for a service road on both sides of the overpass, to be completed before August 29.

Quyet Thang ward and Dai Phuc commune need to develop a plan to protect the scene in the cleared sections. Completing compensation and site clearance soon.

The Department of Construction will preside over the plan to dismantle works subject to clearance. Reviewing the road design, especially the sections proposed by the investor to be reclaimed to build a protective embankment.
