Ensuring the opening of 3 key expressway projects in 2025

On August 24, in Tuyen Quang province, Inspection Team No. 5 on reviewing and removing difficulties and obstacles related to key transport projects of the Prime Minister led by Party Central Committee member and Deputy Prime Minister Bui Thanh Son had a working session with Tuyen Quang, Lang Son and Cao Bang provinces.

The Tuyen Quang - Ha Giang Expressway Project (phase 1) is under implementation. The section through Tuyen Quang province (old) is 77 km long. To date, the implementation value has reached 43.14% of the contract, nearly 17% behind schedule due to land clearance problems, heavy rain and lack of materials.

The section passing through Ha Giang province (old) is more than 27 km long. To date, the output value has reached 67.5% of the construction contract value, behind 12% of the output plan and main items. Tuyen Quang province aims to complete 64.5 km of the 2-lane section before December 19, 2025.

For the Dong Dang - Tra Linh expressway project, the total length is about 121 km, the investment scale of phase 1 is 2 lanes. To date, the construction volume has reached 34.34% of the contract value.

The Huu Nghi - Chi Lang Expressway project is implemented under the BOT form, to date, the construction value has reached about 35% of the contract value. Lang Son province and the investor are committed to completing the route in 2025.

Regarding construction progress, the average output of projects is only 4% to 5%/month, lower than the requirement of 8% to 13%/month according to the direction of the Deputy Prime Minister.

The main reason is due to prolonged rain in the northern mountainous areas, affecting construction conditions. Along with that, there are difficulties in allocating capital for projects. Currently, the remaining workload of the projects is very large, from 32% to 65% of the total projectload.

At the meeting, the provinces proposed that the Government remove difficulties and ensure the progress of key expressway projects. Tuyen Quang province proposed to add VND 5,437 billion in the 2026-2030 period to invest in upgrading and completing the expressway to a scale of 4 lanes.

Lang Son province proposed to soon approve the adjustment of the investment policy for the Huu Nghi - Chi Lang expressway project, and at the same time support additional capital to meet the increased demand of VND 2,700 billion due to the expansion of the Tan Thanh - Coc Nam section from 2 lanes to 4 lanes.

Meanwhile, Cao Bang province proposed that the Central Government continue to pay attention to supporting the removal of difficulties in capital and construction materials for the Dong Dang - Tra Linh expressway project.

Speaking at the meeting with the provinces, Deputy Prime Minister Bui Thanh Son said that from now until the end of the year, there are 4 months left to complete the projects, the goal is not to change. Localities need to continue to focus highly, mobilizing the entire political system to completely resolve the remaining problems, ensuring enough supply for construction with the highest determination.

The Deputy Prime Minister requested to increase human resources and means, organize construction in three shifts and four teams, overcome weather difficulties, focus on key sections, ensure progress and quality. Not because of chasing progress, but loosely monitoring quality, especially bridge, tunnel, and roadbed works on complex terrain.

The Deputy Prime Minister assigned the Ministry of Finance to urgently advise on balancing and supplementing capital sources to meet the needs of project implementation. The Ministry of Construction strengthens inspection, guidance, procedures removal, ensuring technical synchronization in the implementation of projects.
