On August 18, the Power Project Management Board 2 (Vietnam Electricity Group) will coordinate with the joint venture of contractors MITSUBISHI - HYUNDAI - CC1 to organize the first oil incineration ceremony of the No. 1 heating plant of the Quang Trach I Thermal Power Plant Project. This is an important milestone, converting the project from the installation phase, single-phase testing to synchronous operation, towards connecting the national grid by the end of 2025.
The first oil burning ceremony for the boiler of Plant Group No. 1 of the Quang Trach I Thermal Power Plant project will be held with the goal of verifying the safety of the system, ensuring the environment and preparing for the commercial power generation phase.
Strictly control emissions
Speaking to Lao Dong Newspaper reporter, Mr. Do Thanh Tai - Deputy Director of the Power Project Management Board 2 said that during the first oil burning process, the generation of smoke, dust and emissions was carefully calculated and monitored. The emission and dust concentrations are many times lower than the environmental license regulations issued by the Ministry of Agriculture and Environment.
Specifically, the emission indicators in the testing period only range from 26% to 37% of the allowable level. "Thus, the first oil burning process is completely within the safe threshold, without affecting the air environment of the area," Mr. Tai emphasized.
In addition, the project has been designed with modern emission treatment systems, static electrical dust filters for dust collection, a global wastewater (FGD) sulfuration system, and an NH3 catattered NOx treatment system (SCR). The noise from the devices is also processed with soundproofing and amation materials, ensuring that it does not exceed the permitted limit.
One of the concerns of the people is that there may be offensive images from burning oil, which can cause misunderstanding about environmental pollution. Regarding this, Mr. Do Thanh Tai said that the first oil burning process will not create the phenomenon of black smoke as many people are worried. If there are any unusual phenomena, the unit will publicly disclose information to the government, people and media agencies to ensure transparency.
At the same time, the project has established a periodic monitoring system for air quality and water resources around the plant. Monthly monitoring results are sent to the Department of Agriculture and Environment of Quang Tri, to ensure that the implementation process complies with all regulations.

The Quang Trach I Thermal Power Plant Project was granted an environmental license No. 324/GPMT-BNNMT by the Ministry of Agriculture and Environment on August 15, 2025. After the oil burning ceremony, the unit continued to coordinate with the contractor to strictly monitor the trial run steps, while assessing and handling environmental impacts, preparing for the official operation phase.
According to the Power Project Management Board 2, the first oil incineration ceremony is not only a technical procedure but also affirms the readiness of the entire equipment system. This progress milestone helps the project get closer to the goal of synchronously matching Group 1 in 2025 and commercial power generation in 2026, contributing to increasing the national power supply according to the Power Plan VIII.
