On June 17, the Department of Agriculture and Environment of Quang Tri province said that it had just reported to the Provincial People's Committee on the results of inspection and handling of reflections related to the Quang Binh energy pellet factory at Hon La Seaport Industrial Park, Phu Trach commune.
After the reflection of Lao Dong Newspaper on the situation of smoke, dust and noise arising, functional agencies conducted actual inspections and environmental monitoring at the factory area during the trial operation period.
The plant is granted Environmental Permit No. 110/GPMT-UBND with a capacity of 100,000 tons of products/year, currently operating trial waste treatment works from May to August 2026, with an operating level of about 50% capacity.
Monitoring results on May 29, 2026 show that in the border area of Hoang Long Titanium Mineral Processing Joint Stock Company, noise reached 78.3/70 dBA, exceeding 1.18 times the QCVN 26:2025/BNNMT standard. Dust (TSP) reached 320/300, exceeding 1.06 times the standard. CO, NO2, SO2 parameters within the permissible limit.



Functional agencies determined that the content reflecting the factory's production activities generating noise and dust affecting the surrounding area was correct.
On June 5, 2026, the inspection team continued to work at the factory during the facility's temporary suspension of operation, and at the same time requested the enterprise to review the entire environmental treatment system and determine the cause of pollution.
On that basis, the inspection team requested the factory to temporarily stop the noise and dust-causing stages from June 10, 2026 to thoroughly remedy and ensure compliance with environmental standards before considering resuming operation.
Quang Tri Department of Agriculture and Environment said that it will continue to closely monitor the recovery process of businesses, and at the same time coordinate with relevant units to strictly handle violations if any, in order to ensure the environment of Hon La Industrial Park area.
Previously, the Quang Binh energy pellet factory (Hon La Economic Zone) was reported to have dust, smoke and noise affecting the health and working environment of the nearby company.
According to Lao Dong Newspaper's records, the factory chimney emitted a high column of smoke, flying straight into the nearby company area, the loud engine noise made it difficult for workers to concentrate and rest. Fine dust sticks to equipment, phones and computers even after cleaning. Some hard objects such as wood chips also flew into the working area with the wind.
