A series of devastated factories
In the economic development planning strategy of Cao Bang, the mining sector is identified as an advantage for development with the exploitation criteria associated with deep processing, in order to enhance product value and protect the rich mineral resources in the locality.
However, in addition to some factories operating stably, many metal processing factories in this locality have only been in operation for a short time and then stopped operating, with facilities increasingly degraded.
Recorded in reality at Cao Son Ha Gang District Factory (Ngu Lao Commune, Hoa An District), all factories are in a state of disrepair, the gate area is surrounded by corrugated iron, overgrown with weeds.
Ms. Hoang Thi Xuyen (Hoa An district) shared: "This factory was built a long time ago, and was put into operation for a short time in 2013 and then abandoned until now. Machinery left fallow is very wasteful, if the factory maintains production, people will have jobs and income. After many years, the land and factory have all deteriorated.
According to information from the Department of Construction of Cao Bang province, Cao Son Ha Geng District Factory under Cao Son Ha Mineral Joint Stock Company was built in June 2006, due to lack of capital and outdated production lines, so it cannot operate.
By August 2010, Viet Mineral Corporation had bought back all shares of Cao Son Ha Company. To be able to put the factory into production, Phu Son Company under Tay Giang Mineral Industries Group has jointly invested over 100 billion VND to build infrastructure and technology lines. After the arrangement, in August 2013, the Cao Son Ha cast iron and steel smelting workshop resumed operation.
In this resumption of operations, the factory has a designed capacity of 80,000 tons of cast iron and steel products/year, an output of over 240,000 tons of raw iron ore/year, creating jobs for over 200 local workers. When the factory's chain comes into stable operation, businesses are expected to contribute a significant budget to the State.
However, difficulties in input materials have greatly affected production and business efficiency and the factory has since stopped production.

The project's vicious cycle
The same situation also occurs at the 30.4 Arrow District Factory (Chu Trinh Commune, Cao Bang City), with the factory's high-rise kiln design of 60m3, the total annual gangster output will be tens of tons. However, these figures did not last long as factories have stopped production since around 2017.
Along the route from Cao Bang City to Ngu Lao Commune, Hoa An District, PV continued to encounter the Feromanganese and Dioxit Manganese electrolyte factory, with a total investment of 578 billion VND (Khuoi Han Hamlet).
Here, the factory is designed with 2 mines, each mine has a designed capacity of about 12,500 KVA, with an output of 40,000 tons of products/year; the operation of a burning line with a capacity of 400 tons/day, meeting the amount of burning ore for 2 high mines. In 2016, this factory produced many metal batches, bringing hundreds of billions of VND to the group.
After the factory stopped, TG Group leased it to Nhat Anh Company Limited, then sold it to another unit named Viet Mineral Company, through many owners, but this factory continued to be abandoned over time.
Speaking to reporters, a representative of the People's Committee of Hoa An district said that because the resources, as well as the raw materials of each factory and company are no longer guaranteed to operate, the locality hopes that businesses will soon have a way to handle and resolve the above-mentioned desolation.
The above abandoned gold findings are all owned by Tay Giang Industrial Group Joint Stock Company. The current address of this enterprise is Group 22, 3/10 Street, Song Bang Ward, Cao Bang City. This enterprise, chaired by Ms. Tran Thi Tuyet, has expanded 18 subsidiaries and a smelting factory since 2010. However, after a short period of operation, most of the factories have closed. After that, the company transferred it to other enterprises, but the factories still did not resume operations.
